RESOLUTION ADOPTING CONSERVATION AND DEV ELOPMENT 
POLICIES: THE PLAN FOR CONNECTICUT, 2018-2023. 
Resolved by this Assembly:  
 
WHEREAS, the Continuing Legislative Committee on State 1 
Planning and Development is charged by chapter 297 of the general 2 
statutes with promulgating a state plan of conservation and 3 
development; and 4 
WHEREAS, the Continuing Legislative Committee on State 5 
Planning and Development has, since 1976, overseen the process of 6 
drafting, improving, refining and revising the state plan of 7 
conservation and development which has been carried out by the 8 
Office of Policy and Management; and 9 
WHEREAS, the Continuing Legislative Committee on State 10 
Planning and Development has held meetings and hearings and has 11 
incorporated the recommendations of municipalities and stakeholders 12 
into the plan; and 13

WHEREAS, the plan incorporates six growth management 14 
principles, namely (1) redevelop and revitalize regional centers and 15 
areas with existing or currently planned physical infrastructure; (2) 16 
expand housing opportunities and design choices to accommodate a 17 
variety of household types and needs; (3) concentrate development 18 
around transportation nodes and along major transportation corridors 19 
to support the viability of transportation options; (4) conserve and 20 
restore the natural environment, cultural and historical resources, and 21 
traditional rural lands; (5) protect and ensure the integrity of 22 
environmental assets critical to public health and safety; and (6) 23 
promote integrated planning across all levels of government to address 24 
issues on a state-wide, regional and local basis; and 25 
WHEREAS, the Continuing Legislative Co mmittee on State 26 
Planning and Development has submitted the newly revised plan to 27 
the General Assembly with its recommendation for approval of the 28 
plan. 29 
NOW, THEREFORE, BE IT RESOLVED, that Conservation and 30 
Development Policies: The Plan for Connecticut, 2018-2023, as reported 31 
to the General Assembly by the Continuing Legislative Committee on 32 
State Planning and Development is adopted. 33
