RESOLUTION CONCERNIN G THE RULES OF THE HOUSE OF
REPRESENTATIVES FOR THE DECEMBER SPECIAL SESSION, 2019.
Resolved by this House:
That the rules of the House at this Special Session shall be the same 1
as the rules of the House in force at the 2019 regular session, except as 2
said rules are amended, altered or repealed in this resolution. 3
Strike out Rule 9. 4
Strike out Rule 11 and insert in lieu thereof the following: 5
11. (a) Each bill or substantive resolution may be acted upon in the 6
House immediately after electronic notice of the filing and number of the 7
bill or substantive resolution is provided to the majority leader and the 8
minority leader, who shall be responsible for forwarding such notice to 9
the members of their respective caucuses, and after final action may be 10
transmitted immediately to the Senate. If the House rejects an 11
amendment adopted by the Senate, the bill or substantive resolution 12
after final action in the House may be transmitted immediately to the 13
Senate. If the Senate rejects an amendment adopted by the House, the bill 14

or substantive resolution when received from the Senate may be acted 15
upon immediately. 16
(b) A bill or resolution certified in accordance with section 2-26 of 17
the general statutes, if filed in the House, may be transmitted to and 18
acted upon first by the Senate with the consent of the speaker; and if 19
filed in the Senate, may be transmitted to and acted upon first by the 20
House with the consent of the President Pro Tempore. 21

Strike out Rule 21 and insert in lieu thereof the following: 23
21. The order of business shall be as follows: 24
1. Reception of communications from the Governor and the Secretary 25
of the State. 26
2. Introduction of bills and resolutions. 27
3. Reception of business from the Senate. 28
4. Miscellaneous. 29
Strike out Rules 32 and 33. 30
Add a new Rule 48 as follows: 31
48. Only those bills and substantive resolutions specified in Rule 7 of 32
the Joint Rules for this session, certified as provided in Rule 9 of said 33
Joint Rules, and, except as provided in Rule 33 of said Joint Rules, only 34
those resolutions pertaining to the rules of this Special Session, the 35
printing of the journals of the Senate and the House of Representatives, 36
and the expenses of this Special Session, shall be received. 37
