25 | 25 | study the feasibility of opening the group hospitalization and medical 2 | |
26 | 26 | and surgical insurance plan or plans procured for state employees to 3 | |
27 | 27 | each resident of this state who is (1) not less than twenty-two years of 4 | |
28 | 28 | age and not more than thirty-two years of age, (2) self-employed, or (3) 5 | |

32 | 32 | business owners and their employees, as well as incentives for | |
33 | 33 | millennials to live and work in this state, by requiring the Comptroller | |

35 | 35 | additional residents of this state. |
