AN ACT CONCERNING A STUDY OF THE FEASIBILITY OF OPENING 
THE STATE EMPLOYEE HEALTH PLAN TO ADDITIONAL RESIDENTS 
OF THIS STATE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to require the Comptroller to 1 
study the feasibility of opening the group hospitalization and medical 2 
and surgical insurance plan or plans procured for state employees to 3 
each resident of this state who is (1) not less than twenty-two years of 4 
age and not more than thirty-two years of age, (2) self-employed, or (3) 5 
employed by a small business. 6 
Statement of Purpose:   
To create more affordable, high-quality health care options for small 
business owners and their employees, as well as incentives for 
millennials to live and work in this state, by requiring the Comptroller 
to study the feasibility of opening the state employee health plan to 
additional residents of this state.
