AN ACT CONCERNING THE LOCATION OF STATE-OPERATED 
FIREARM TRAINING FACILITIES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) prohibit a state agency 1 
from constructing a firearms training facility in this state if (A) the 2 
facility is within, adjoining or near a state forest, or (B) the 3 
municipality or municipalities within whose territorial limits such 4 
firearms training facility is to be located does not approve of the 5 
facility by a referendum of the electors, and (2) require the Department 6 
of Emergency Services and Public Protection to (A) conduct a study 7 
regarding its firearm training needs, and (B) identify property 8 
previously considered for the construction of a firearms training 9 
facility as deficient for such construction. 10 
Statement of Purpose:   
To ensure local, public input on the location of state firearms training 
facilities and to direct the Department of Emergency Services and 
Public Protection to conduct a study regarding its firearm training 
needs.
