18 | 26 | | Section 1. Section 22-456 of the general statutes is repealed and the 1 |

19 | 27 | | following is substituted in lieu thereof (Effective July 1, 2019): 2 |

20 | 28 | | (a) There is established the Connecticut Food Policy Council, which 3 |
---|
21 | 29 | | shall be within the Department of Agriculture for administrative 4 |
---|
22 | 30 | | purposes only. 5 |
---|
23 | 31 | | (b) [The] Until June 30, 2019, the council shall consist of the 6 |
---|
24 | 32 | | following members: (1) One appointed by the majority leader of the 7 |
---|
25 | 33 | | Senate who shall be involved in agriculture or in an agriculture 8 |
---|
26 | 34 | | organization; (2) one appointed by the president pro tempore of the 9 |
---|
27 | 35 | | Senate who shall be involved in an antihunger organization; (3) one 10 |
---|
28 | 36 | | appointed by the minority leader of the Senate, who shall represent the 11 |
---|
29 | 37 | | Cooperative Extension Service; (4) one appointed by the minority 12 |
---|
30 | 38 | | leader of the House of Representatives who shall be a food retailer; (5) 13 |
---|
31 | 39 | | one appointed by the speaker of the House of Representatives who 14 |
---|
32 | 40 | | shall be involved in agriculture or in an agriculture organization; (6) 15 |
---|
43 | 50 | | designee; (10) the Commissioner of Transportation, or his designee; 20 |

44 | 51 | | (11) the Commissioner of Public Health, or his designee; (12) the 21 |

45 | 52 | | Commissioner of Social Services, or his designee; (13) the head of each 22 |

92 | | - | (e) Notwithstanding the provisions of section 4-9a, the council shall 63 |

94 | | - | among its members, provided one chairperson shall be a department 65 |
---|
95 | | - | head and one chairperson shall be a public member. Any person 66 |

105 | | - | [(c)] (f) The council shall [: (1) Develop, coordinate and implement a 76 |

---|
107 | | - | environmental protection and preservation with farming and urban 78 |
---|
108 | | - | issues; (2) review and comment on any proposed state legislation and 79 |
---|
109 | | - | regulations that would affect the food policy system of the state; (3)] 80 |
---|
110 | | - | examine food and nutrition-related programs, issues and policies, and 81 |
---|
111 | | - | develop recommendations to promote a strong food economy and 82 |
---|
112 | | - | support community access to healthy foods. The council may make 83 |
---|
113 | | - | recommendations related to the following: (1) Increased collaboration 84 |
---|
114 | | - | and communication among state agencies; (2) increased collaboration 85 |
---|
115 | | - | and communication among local, state and federal agencies; (3) 86 Substitute Bill No. 252 |

130 | | - | accomplish the council's recommendations; and (7) any other topic 95 |
