2021 AN ACT CONCERNING QUALIFYING CONTRIBUTIONS UNDER THE
2122 CITIZENS' ELECTION PROGRAM.
2223 Be it enacted by the Senate and House of Representatives in General

25-Section 1. Subsection (d) of section 9-706 of the general statutes is 1
26-repealed and the following is substituted in lieu thereof (Effective July 2
27-1, 2019): 3
28-(d) In accordance with the provisions of subsection (g) of this 4
29-section, the commission shall review the application [,] and determine 5
30-whether (1) the candidate committee for the applicant has received the 6
31-required qualifying contributions, (2) in the case of an application for a 7
32-grant from the fund for a primary campaign, the applicant has met the 8
33-applicable condition under subsection (a) of this section for applying 9
34-for such grant and complied with the provisions of subsections (b) and 10
35-(c) of this section, (3) in the case of an application for a grant from the 11
36-fund for a general election campaign, the applicant has met the 12
37-applicable condition under subsection (a) of this section for applying 13
38-for such moneys and complied with the provisions of subsections (b) 14
39-and (c) of this section, and (4) in the case of an application by a minor 15

45-party or petitioning party candidate for a grant from the fund for a 16
46-general election campaign, the applicant qualifies as an eligible minor 17
47-party candidate or an eligible petitioning party candidate, whichever is 18
48-applicable. For each contribution received by the candidate committee 19
49-of an applicant that the commission deems to not be a qualifying 20
50-contribution, the commission shall advise such applicant of such 21
51-determination and cite the reason under subsection (e) of section 9-704 22
52-therefor. If the commission approves an application, the commission 23
53-shall determine the amount of the grant payable to the candidate 24
54-committee for the applicant pursuant to section 9-705 from the fund, 25
55-and notify the State Comptroller and the candidate of such candidate 26
56-committee, of such amount. If the timing of the commission's approval 27
57-of the grant in relation to the Secretary of the State's determination of 28
58-ballot status is such that the commission cannot determine whether the 29
59-qualified candidate committee is entitled to the applicable full initial 30
60-grant for the primary or election or the applicable partial grant for the 31
61-primary or election, as the case may be, the commission shall approve 32
62-the lesser applicable partial initial grant. The commission shall then 33
63-authorize the payment of the remaining portion of the applicable grant 34
64-after the commission has knowledge of the circumstances regarding 35
65-the ballot status of the opposing candidates in such primary or 36
66-election. Not later than two business days following notification by the 37
67-commission, the State Comptroller shall draw an order on the State 38
68-Treasurer for payment of any such approved amount to the qualified 39
69-candidate committee from the fund. 40
70-This act shall take effect as follows and shall amend the following

27+the State Elections Enforcement Commission, when reviewing the 2
28+application of a candidate for a grant from the Citizens' Election Fund, 3
29+provide to such candidate (1) a list of each contribution to the 4
30+candidate committee of such candidate that said commission has not 5
31+deemed a qualifying contribution, and (2) an explanation for each such 6
32+contribution of why said commission has not deemed it a qualifying 7
33+contribution. 8
