2020 AN ACT CONCERNING SPECU LATIVE SALES OF EVENT TICKETS.
2121 Be it enacted by the Senate and House of Representatives in General
2222 Assembly convened:

2424 Section 1. Section 53-289b of the general statutes is repealed and the 1
2525 following is substituted in lieu thereof (Effective October 1, 2019): 2
2626 (a) Any person who resells a ticket to an entertainment event, 3
2727 including, but not limited to, a sporting event, a concert or a theatrical 4
2828 or operatic performance, shall refund to the purchaser of such ticket 5
2929 the full amount, including all service fees and delivery charges, paid 6
3030 by the purchaser for such ticket if any of the following occurs: (1) The 7
3131 event for which the ticket is resold is cancelled; (2) the ticket received 8
3232 by the purchaser does not grant the purchaser admission to the event 9
3333 described on the ticket; [or] (3) the ticket fails to conform to its 10
3434 description as advertised by the ticket reseller; or (4) the reseller is 11
3535 unable to provide the purchaser with such ticket pursuant to 12
3636 subsection (c) of this section. 13
3737 (b) A person who resells a ticket pursuant to subsection (a) of this 14
3838 section shall provide the purchaser of such ticket with such ticket 15

4646 necessary to allow such purchaser to contact such ticket reseller to 17
4747 obtain a refund of the ticket price, if necessary. 18
4848 (c) A person who resells a ticket pursuant to subsection (a) of this 19
4949 section shall not employ a tentative ticket sale policy whereby the 20
5050 reseller sells a ticket that is not in the reseller's possession at the time of 21
5151 sale, unless the policy is disclosed to the purchaser at the beginning of 22
5252 the transaction. The disclosure shall include an approximate ticket 23
5353 delivery date and the number of tickets guaranteed to be sold to the 24
5454 purchaser, as well as the zone, section or seat number assigned by the 25
5555 venue for each ticket. 26
5656 [(c)] (d) A violation of subdivision (1) or (2) of subsection (a) of this 27
5757 section or of subsection (b) or (c) of this section is a class B 28
5858 misdemeanor. 29
5959 This act shall take effect as follows and shall amend the following
