AN ACT CONCERNING SPECU LATIVE SALES OF EVENT TICKETS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 53-289b of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective October 1, 2019): 2 
(a) Any person who resells a ticket to an entertainment event, 3 
including, but not limited to, a sporting event, a concert or a theatrical 4 
or operatic performance, shall refund to the purchaser of such ticket 5 
the full amount, including all service fees and delivery charges, paid 6 
by the purchaser for such ticket if any of the following occurs: (1) The 7 
event for which the ticket is resold is cancelled; (2) the ticket received 8 
by the purchaser does not grant the purchaser admission to the event 9 
described on the ticket; [or] (3) the ticket fails to conform to its 10 
description as advertised by the ticket reseller; or (4) the reseller is 11 
unable to provide the purchaser with such ticket pursuant to 12 
subsection (c) of this section. 13 
(b) A person who resells a ticket pursuant to subsection (a) of this 14 
section shall provide the purchaser of such ticket with such ticket 15 
reseller's name, address and telephone number or other information 16  Committee Bill No. 434

necessary to allow such purchaser to contact such ticket reseller to 17 
obtain a refund of the ticket price, if necessary. 18 
(c) A person who resells a ticket pursuant to subsection (a) of this 19 
section shall not employ a tentative ticket sale policy whereby the 20 
reseller sells a ticket that is not in the reseller's possession at the time of 21 
sale, unless the policy is disclosed to the purchaser at the beginning of 22 
the transaction. The disclosure shall include an approximate ticket 23 
delivery date and the number of tickets guaranteed to be sold to the 24 
purchaser, as well as the zone, section or seat number assigned by the 25 
venue for each ticket. 26 
[(c)] (d) A violation of subdivision (1) or (2) of subsection (a) of this 27 
section or of subsection (b) or (c) of this section is a class B 28 
misdemeanor.  29 
This act shall take effect as follows and shall amend the following 
sections:
