1212 AN ACT ESTABLISHING A DEPARTMENT OF CHIL DREN AND
1313 FAMILIES OMBUDSMAN O FFICE.
1414 Be it enacted by the Senate and House of Representatives in General
1515 Assembly convened:

1717 Section 1. (NEW) (Effective July 1, 2019) (a) There is established an 1
1818 independent ombudsman office within the Office of Governmental 2
1919 Accountability. Such office is responsible for receiving, investigating 3
2020 and making recommendations for the resolution of complaints 4
2121 regarding services rendered by and affecting individuals under the 5
2222 care and custody of the Department of Children and Families or of any 6
2323 public or private agency with which the department has contracted for 7
2424 the provision of services. 8
2525 (b) The director of the ombudsman office shall be appointed by the 9
2626 Governor, in accordance with the provisions of sections 4-5 to 4-8, 10
2727 inclusive, of the general statutes. 11
2828 (c) The director of the ombudsman office shall prepare and maintain 12
2929 a record of all complaints received by the office. Such record shall 13
3030 include, but not be limited to, (1) a description of the complaint 14
3131 received by the office, (2) information concerning any investigation 15
3232 undertaken by the office in response to a complaint and the findings of 16
3333 such investigation, (3) any recommendations made to the 17
3434 Commissioner of Children and Families for the resolution of a 18
3535 complaint, and (4) any response from the commissioner regarding 19
3636 such recommendations. Any such record shall be made available to the 20 Substitute Bill No. 453
