| 17 | 17 | | Section 1. (NEW) (Effective July 1, 2019) (a) There is established an 1 |
|---|
| 18 | 18 | | independent ombudsman office within the Office of Governmental 2 |
|---|
| 19 | 19 | | Accountability. Such office is responsible for receiving, investigating 3 |
|---|
| 20 | 20 | | and making recommendations for the resolution of complaints 4 |
|---|
| 21 | 21 | | regarding services rendered by and affecting individuals under the 5 |
|---|
| 22 | 22 | | care and custody of the Department of Children and Families or of any 6 |
|---|
| 23 | 23 | | public or private agency with which the department has contracted for 7 |
|---|
| 24 | 24 | | the provision of services. 8 |
|---|
| 25 | 25 | | (b) The director of the ombudsman office shall be appointed by the 9 |
|---|
| 26 | 26 | | Governor, in accordance with the provisions of sections 4-5 to 4-8, 10 |
|---|
| 27 | 27 | | inclusive, of the general statutes. 11 |
|---|
| 28 | 28 | | (c) The director of the ombudsman office shall prepare and maintain 12 |
|---|
| 29 | 29 | | a record of all complaints received by the office. Such record shall 13 |
|---|
| 30 | 30 | | include, but not be limited to, (1) a description of the complaint 14 |
|---|
| 31 | 31 | | received by the office, (2) information concerning any investigation 15 |
|---|
| 32 | 32 | | undertaken by the office in response to a complaint and the findings of 16 |
|---|
| 33 | 33 | | such investigation, (3) any recommendations made to the 17 |
|---|
| 34 | 34 | | Commissioner of Children and Families for the resolution of a 18 |
|---|
| 35 | 35 | | complaint, and (4) any response from the commissioner regarding 19 |
|---|
| 36 | 36 | | such recommendations. Any such record shall be made available to the 20 Substitute Bill No. 453 |
