AN ACT CONCERNING "UPSKIRTING". 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 53a-189a of the general statutes be amended to include 1 
in the definition of voyeurism that a person is guilty of voyeurism 2 
when with the intent to arouse or satisfy the sexual desire of such 3 
person or any other person, such person knowingly photographs or 4 
records an image of a person's body under or through his or her 5 
clothing without the knowledge or consent of such other person. 6 
Statement of Purpose:   
To make it unlawful to take "upskirt" photos without consent even if 
the victim is in a public place.
