1123 Be it enacted by the Senate and House of Representatives in General

14-Section 1. (Effective July 1, 2019) (a) The Labor Department and the
15-Board of Regents for Higher Education shall jointly create a plan for
16-the establishment of nontraditional pathways to earning a bachelor's
17-degree at the state universities and Charter Oak State College through
18-the inclusion of credits earned through apprenticeships. The plan shall
19-include, but need not be limited to, (1) the subject areas in which a
20-student may earn a bachelor's degree through a nontraditional
21-pathway, with a greater priority given to subject areas that have a low
22-completion rate and in which there is a hiring need by employers in
23-the state, (2) the form and manner in which apprenticeships may be
24-registered with the department and the board for inclusion in a
25-nontraditional pathway to earning a bachelor's degree, including
26-through public-private partnerships or an application process, (3) the
27-minimum requirements that apprenticeships in each subject area shall
28-meet to be registered as an apprenticeship with the department and
29-the board, (4) the form and manner in which a student may apply to
30-participate in a registered apprenticeship, (5) the number of credits a
31-student may earn through a registered apprenticeship in each subject
32-area, and (6) the requirements for successful completion of a registered Senate Bill No. 607

38-proficiency required in the subject area. As used in this subsection,
39-"apprenticeship" means a program in which an apprentice is (A)
40-employed under a written agreement to work at and learn a specific
41-trade, and (B) registered in an apprenticeship program with the Labor
42-Department.
43-(b) Not later than January 1, 2020, the Labor Department and the
44-Board of Regents for Higher Education shall jointly report, in
45-accordance with the provisions of section 11-4a of the general statutes,
46-to the joint standing committees of the General Assembly having
47-cognizance of matters relating to labor and higher education and
48-employment advancement, on the plan created pursuant to subsection
49-(a) of this section and the timeline in which such plan may be
50-implemented.

50+area, and (6) the requirements for successful completion of a registered 19
51+apprenticeship in each subject area, including, but not limited to, the 20
52+minimum number of hours of work and the level of demonstrated 21
53+proficiency required in the subject area. As used in this subsection, 22
54+"apprenticeship" means an arrangement with an employer for any 23
55+person to work at and learn a profession or trade for a specified period 24
56+of time. 25
57+(b) Not later than January 1, 2020, the Labor Department and the 26
58+Board of Regents for Higher Education shall jointly report, in 27
59+accordance with the provisions of section 11-4a of the general statutes, 28
60+to the joint standing committees of the General Assembly having 29
61+cognizance of matters relating to labor and higher education and 30
62+employment advancement, on the plan created pursuant to subsection 31
63+(a) of this section and the timeline in which such plan may be 32
64+implemented. 33
