1623 Be it enacted by the Senate and House of Representatives in General

19-Section 1. Section 10-21j of the general statutes is repealed and the 1
20-following is substituted in lieu thereof (Effective July 1, 2019): 2
21-(a) The Commissioner of Education, in collaboration with the Board 3
22-of Regents for Higher Education, shall establish [a committee to 4
23-coordinate the education of middle school and high school students 5
24-about careers in manufacturing] the Connecticut Apprenticeship and 6
25-Education Committee to identify opportunities for integrating 7
26-preapprenticeship and apprenticeship training programs in the 8
27-curricula of technical education and career schools, middle schools and 9
28-high schools. Such committee shall include, but not be limited to, (1) 10
29-representatives from the Department of Economic and Community 11
30-Development, the Labor Department, the Connecticut Center for 12
31-Advanced Technology, the Technical Education and Career System, 13
32-the Connecticut Manufacturers Collaborative, the advanced 14
33-manufacturing centers at the regional community-technical colleges, 15
34-independent institutions of higher education in the state that offer 16
35-training in the field of manufacturing, the Connecticut Employment 17
36-and Training Commission, manufacturing companies and employee 18
37-organizations that represent manufacturing workers, and (2) [middle 19 Substitute Bill No. 685
26+Section 1. (NEW) (Effective from passage) (a) As used in this section: 1
27+(1) "High-growth industries" means the health care, insurance, 2
28+science, technology, including, but not limited to, financial technology 3
29+and biotechnology, engineering, mathematics, manufacturing, 4
30+construction trades and hospitality industries; 5
31+(2) "Preapprenticeship program" means a program that prepares 6
32+individuals for an apprenticeship program. 7
33+(b) The Labor Commissioner, in collaboration with the Board of 8
34+Regents for Higher Education, shall establish a committee to 9
35+coordinate, establish and modernize apprenticeship training programs 10
36+in the state. Such committee shall include, but not be limited to, (1) at 11
37+least one representative from the Department of Economic and 12
38+Community Development, the Department of Education, the 13
39+Connecticut Center for Advanced Technology, the Technical Education 14

44-and high] school teachers, guidance counselors, [and] school 20
45-counselors, school principals and school superintendents. 21
46-(b) [On or before January 1, 2017, and on or before August first 22
47-annually thereafter, the] The committee established pursuant to 23
48-subsection (a) of this section shall, [compile a catalog of programs at 24
49-public and independent institutions of higher education in the state 25
50-that offer training in the field of manufacturing. Such catalog shall 26
51-include for each program: (1) The degree, certification, license or 27
52-credential awarded upon completion; (2) the period of time and 28
53-requirements for completion; (3) the enrollment process; and (4) the 29
54-cost of attendance. The commissioner shall make such catalog 30
55-available on the Internet web site of the Department of Education and 31
56-distribute such catalog to each local and regional board of education] 32
57-in consultation with members of the manufacturing, insurance, health 33
58-care, science, technology, including, but not limited to, financial 34
59-technology and biotechnology, engineering, mathematics, construction 35
60-trades and hospitality industries, (1) evaluate whether existing 36
61-preapprenticeship and apprenticeship training programs available to 37
62-state residents meet workforce needs, and (2) identify and review 38
63-alternative preapprenticeship and apprenticeship training programs, 39
64-including, but not limited to, European apprenticeship training 40
65-programs. 41
66-(c) On or before [February 1, 2017] July 1, 2020, and annually 42
67-thereafter, the committee established pursuant to subsection (a) of this 43
68-section shall report, in accordance with the provisions of section 11-4a, 44
69-to the joint standing committees of the General Assembly having 45
70-cognizance of matters relating to commerce, [and] higher education 46
71-and [workforce development an analysis of whether current programs 47
72-available to Connecticut students are meeting workforce needs. The 48
73-committee shall consult with members of the manufacturing industry 49
74-when producing such report] employment advancement and labor and 50
75-public employees on subdivisions (1) and (2) of subsection (b) of this 51

45+and Career System, the Culture and Tourism Advisory Committee, the 15
46+Eastern Connecticut Workforce Investment Board, a chamber of 16
47+commerce, the Connecticut Hospital Association, the Associated 17
48+Builders and Contractors of Connecticut, the advanced manufacturing 18
49+centers at the regional community-technical colleges, the Connecticut 19
50+Conference of Independent Colleges, the Connecticut Employment 20
51+and Training Commission, state-wide manufacturing associations and 21
52+employee organizations, and (2) school teachers and guidance 22
53+counselors. 23
54+(c) On or before July 1, 2020, the committee established pursuant to 24
55+subsection (b) of this section, in consultation with representatives from 25
56+high-growth industries, shall (1) evaluate whether current 26
57+preapprenticeship and apprenticeship training programs available to 27
58+state residents meet workforce needs and a comparison to European 28
59+apprenticeship training programs, including the programs in Germany 29
60+and Switzerland, (2) develop and administer a program to introduce 30
61+middle school and high school students, parents and guidance 31
62+counselors to careers in high-growth industries, (3) develop a best 32
63+practices guide to help local and regional boards of education to 33
64+incorporate partnerships with high-growth industries in the middle 34
65+and high school curricula, and (4) identify any obstacles to instituting 35
66+preapprenticeship and apprenticeship programs in the state and 36
67+develop plans for overcoming such obstacles. 37
68+(d) On or before January 1, 2021, and annually thereafter, the 38
69+committee established pursuant to subsection (b) of this section shall 39
70+report on subdivisions (1) to (4), inclusive, of subsection (c) of this 40
71+section, in accordance with the provisions of section 11-4a of the 41
72+general statutes, to the joint standing committees of the General 42
73+Assembly having cognizance of matters relating to higher education 43
74+and employment advancement, commerce and labor. 44
75+(e) On or before July 1, 2020, and on or before August first annually 45
76+thereafter, the committee established pursuant to subsection (b) of this 46

83-(d) The Commissioner of Education, in consultation with the 53
84-committee established pursuant to subsection (a) of this section, shall 54
85-[develop and administer a program to] introduce middle school and 55
86-high school students, their parents or guardians, guidance counselors 56
87-and school counselors to careers in [manufacturing. Such program 57
88-may include, but is not limited to, hands-on learning opportunities, 58
89-posters, videos, pamphlets and social media and other technology to 59
90-describe and promote modern manufacturing and the programs 60
91-included in the catalog] the industries described in subsection (b) of 61
92-this section. The commissioner may enter into partnerships with one or 62
93-more private sector entities to further the goals of [such program. Such 63
94-partnerships may include, but are not limited to, student visits to 64
95-manufacturers and manufacturer visits to schools in order to give 65
96-students first hand exposure to modern manufacturing and the 66
97-products and materials created by manufacturers in the state] this 67
98-section. 68
99-(e) The Department of Education, in consultation with 69
100-representatives from the [manufacturing industry and the Connecticut 70
101-Center for Advanced Technology] industries described in subsection 71
102-(b) of this section, shall develop a best practices guide to help local and 72
103-regional boards of education to incorporate relationships with 73
104-[manufacturing] the industries described in subsection (b) of this 74
105-section in their middle school and high school curricula. 75

83+apprenticeship programs offered by public and independent 48
84+institutions of higher education in the state that offer training in high-49
85+growth industries. Such catalog shall include for each program: (1) The 50
