AN ACT CONCERNING HO USING ASSISTANCE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2019) (a) Except as provided in 1 
subsection (b) of this section, an adult resident of assisted housing 2 
shall seek vocational, educational or literacy training for not less than 3 
one hour per month. The resident service coordinator of each housing 4 
authority shall make available information regarding existing 5 
vocational, educational or literacy programs to any adult resident of 6 
assisted housing who is not exempt under subsection (b) of this 7 
section. Any such resident shall meet with the resident service 8 
coordinator not less than once every six months to review 9 
opportunities for such resident to participate in existing vocational, 10 
educational or literacy programs at no cost to such resident. 11 
 (b) The following persons are exempt from the requirement in 12 
subsection (a) of this act: (1) A person who is sixty-two years of age or 13 
older; (2) a person who is blind, physically disabled or who has a 14 
mental disability, as those terms are defined in section 46a-51 of the 15 
general statutes, or an intellectual disability, as defined in section 1-1g 16

of the general statutes, or who is a primary caretaker for such a person; 17 
or (3) a person who is engaged in activity such as employment, a work 18 
experience program, on-the-job training program, job readiness 19 
assistance program, vocational educational training or educational 20 
study program. 21 
(c) For purposes of this section, "adult resident of assisted housing" 22 
means a person who is eighteen years of age or older, receiving rental 23 
assistance under chapter 138a of the general statutes or 42 USC 24 
1437f(o) and living in assisted housing, as defined in section 8-30g of 25 
the general statutes.  26 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2019 New section

To encourage certain recipients of housing assistance to seek 
vocational or other educational training.
