AN ACT CONCERNING COMPLAINTS OF WORKPL ACE VIOLENCE 
OR ABUSIVE CONDUCT I NVOLVING STATE EMPLO YEES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective from passage) Not later than January 1, 1 
2020, and annually thereafter, the Commissioner of Administrative 2 
Services shall submit a report, in accordance with the provisions of 3 
section 11-4a of the general statutes, to the Governor and to the joint 4 
standing committees of the General Assembly having cognizance of 5 
matters relating to government administration, labor and public 6 
employees, public safety and mental health and addiction services. 7 
Such report shall include (1) a summary of the number of complaints 8 
of workplace violence or abusive conduct involving state employees 9 
and the outcomes of such complaints for the preceding year, (2) 10 
recommendations for administrative or legislative action related to 11 
such complaints, and (3) any additional information or 12 
recommendations such commissioner deems necessary and relevant 13 
regarding the reporting, prevention, evaluation and investigation of 14 
such complaints. 15

This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To require that the Department of Administrative Services report the 
number of complaints of bullying or abusive conduct involving state 
employees to the Governor and the General Assembly.
