AN ACT CONCERNING CERTIFICATIONS OF HELPFULNESS FOR 
VICTIMS OF CRIMES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That subsection (e) of section 46b-38b of the general statutes be 1 
amended to define "expeditiously" in subdivision (5), and to provide 2 
that by signing a certification of helpfulness, an officer or agency is not 3 
making a determination of eligibility for a visa, but is instead certifying 4 
that the person or his or her child is a victim of one of the crimes 5 
eligible for U Nonimmigrant Status and to provide that a current or 6 
ongoing investigation, filing of charges, prosecution or conviction are 7 
not required for a victim to request such certification. 8 
Statement of Purpose:   
To assure expeditious processing of requests for certification of 
helpfulness in certain immigration-related matters.
