20	19		AN ACT CONCERNING REIMBURSEMENT TO LAW ENFORCEMENT
21	20		UNITS FOR TRAINING COSTS.
22	21		Be it enacted by the Senate and House of Representatives in General
23	22		Assembly convened:

25	24		Section 1. Section 7-294dd of the general statutes is repealed and the 1
26	25		following is substituted in lieu thereof (Effective July 1, 2019): 2
27	26		(a) For purposes of this section, "police officer", "certification" and 3
28	27		"law enforcement unit" have the same meanings as provided in section 4
29	28		7-294a and "cost of certification" means the cost of training, equipment, 5
30	29		uniforms, salary and fringe benefits and any cost related to the entry 6
31	30		level requirements established by the Police Officer Standards and 7
32	31		Training Council associated with the police officer, except that "cost of 8
33	32		certification" does not include the cost of any equipment or uniforms 9
34	33		that were returned by such officer. 10
35	34		(b) Whenever a police officer obtains certification while employed 11
36	35		by a law enforcement unit and is subsequently hired by another law 12
37	36		enforcement unit on or after July 1, 2016, and within two years of such 13
38	37		officer obtaining such certification, the law enforcement unit hiring the 14

46	44		cent of the total cost of certification. The provisions of this section shall 16
47	45		not apply to a law enforcement unit that hires a police officer two 17
48	46		years or more after such officer obtains certification. No law 18
49	47		enforcement unit may require a police officer to pay any portion of the 19
50	48		reimbursement cost prescribed in this subsection unless the police 20
51	49		officer and law enforcement unit have agreed to the requirement prior 21
52	50		to July 1, 2019. No collective bargaining agreement entered into on or 22
53	51		after July 1, 2019, shall require a police officer to pay any portion of the 23
54	52		reimbursement cost prescribed in this subsection. 24
55	53		(c) Nothing in this section shall be construed to affect an agreement 25
56	54		between a police officer or a collective bargaining unit and a law 26
57	55		enforcement unit entered into prior to July 1, 2016, that provides for 27
58	56		the reimbursement of the cost of certification. 28
