1919 AN ACT CONCERNING CO NVEYANCES OF PROPERTY OWNED BY
2020 A RECIPIENT OF PUBLIC ASSISTANCE.
2121 Be it enacted by the Senate and House of Representatives in General

2424 Section 1. Section 17b-85 of the general statutes is repealed and the 1
2525 following is substituted in lieu thereof (Effective July 1, 2019): 2
2626 If any person receiving an award for the care of any dependent 3
2727 child or children, or any person legally liable for the support of such 4
2828 child or children, or any other person being supported wholly or in 5
2929 part under the provisions of the state supplement program, medical 6
3030 assistance program, temporary family assistance program or state-7
3131 administered general assistance program or any beneficiary under 8
3232 such provisions or any legally liable relative of such beneficiary, 9
3333 receives property, wages, income or resources of any kind, such person 10
3434 or beneficiary, [within] not later than ten days after obtaining 11
3535 knowledge of or receiving such property, wages, income or resources 12
3636 of any kind, shall notify the commissioner thereof, orally or in writing, 13
3737 unless good cause is established for failure to provide such notice, as 14

4444 sell, assign, transfer, encumber or otherwise dispose of any property 16
4545 without the consent of the commissioner, provided the commissioner 17
4646 shall not (1) delay a decision on consent for more than ten business 18
4747 days after receiving a request for consent, or (2) treat as inferior to the 19
4848 state's interest in the property any sale, assignment, transfer or 20
4949 encumbrance for which the commissioner's consent was granted and 21
5050 that was recorded prior to any lien placed by the commissioner on the 22
5151 property. The provisions of section 17b-137 shall be applicable with 23
5252 respect to any person applying for or receiving an award under such 24
5353 provisions. Except for the supplemental nutrition assistance program, 25
5454 any change in the information which has been furnished on an 26
5555 application form or a redetermination of eligibility form shall also be 27
5656 reported to the commissioner, orally or in writing, within ten days of 28
5757 the occurrence of such change, unless good cause is established for 29
5858 failure to provide such notice, as determined by the commissioner. For 30
5959 participants in the supplemental nutrition assistance program, the 31
6060 commissioner shall establish reporting requirements regarding such 32
6161 changes in information in accordance with applicable federal law, as 33
6262 may be amended from time to time. 34
6363 This act shall take effect as follows and shall amend the following
