914 AN ACT CONCERNING AL ZHEIMER'S DISEASE AND DEMENTIA
1015 TRAINING AND BEST PRACTICES.
1116 Be it enacted by the Senate and House of Representatives in General
1217 Assembly convened:

14-Section 1. Subsection (b) of section 20-10b of the general statutes is
15-repealed and the following is substituted in lieu thereof (Effective
16-January 1, 2020):
17-(b) Except as otherwise provided in subsections (d), (e) and (f) of
18-this section, a licensee applying for license renewal shall earn a
19-minimum of fifty contact hours of continuing medical education
20-within the preceding twenty-four-month period. Such continuing
21-medical education shall (1) be in an area of the physician's practice; (2)
22-reflect the professional needs of the licensee in order to meet the health
23-care needs of the public; and (3) during the first renewal period in
24-which continuing medical education is required and not less than once
25-every six years thereafter, include at least one contact hour of training
26-or education in each of the following topics: (A) Infectious diseases,
27-including, but not limited to, acquired immune deficiency syndrome
28-and human immunodeficiency virus, (B) risk management, including,
29-but not limited to, for registration periods beginning on or after
30-October 1, 2015, prescribing controlled substances and pain
31-management, (C) sexual assault, (D) domestic violence, (E) cultural Substitute Senate Bill No. 827

35-competency, and (F) behavioral health, provided further that on and
36-after January 1, 2016, such behavioral health continuing medical
37-education may include, but not be limited to, at least two contact hours
38-of training or education during the first renewal period in which
39-continuing education is required and not less than once every six years
40-thereafter, on [the topic of mental health conditions] diagnosing and
41-treating (i) cognitive conditions, including, but not limited to,
42-Alzheimer's disease, dementia, delirium, related cognitive
43-impairments and geriatric depression, or (ii) mental health conditions,
44-including, but not limited to, mental health conditions common to
45-veterans and family members of veterans. [, including (i)] Training for
46-mental health conditions common to veterans and family members of
47-veterans shall include best practices for (I) determining whether a
48-patient is a veteran or family member of a veteran, [(ii)] (II) screening
49-for conditions such as post-traumatic stress disorder, risk of suicide,
50-depression and grief, and [(iii)] (III) suicide prevention training. For
51-purposes of this section, qualifying continuing medical education
52-activities include, but are not limited to, courses offered or approved
53-by the American Medical Association, American Osteopathic
54-Association, Connecticut Hospital Association, Connecticut State
55-Medical Society, Connecticut Osteopathic Medical Society, county
56-medical societies or equivalent organizations in another jurisdiction,
57-educational offerings sponsored by a hospital or other health care
58-institution or courses offered by a regionally accredited academic
59-institution or a state or local health department. The commissioner, or
60-the commissioner's designee, may grant a waiver for not more than ten
61-contact hours of continuing medical education for a physician who: (i)
62-Engages in activities related to the physician's service as a member of
63-the Connecticut Medical Examining Board, established pursuant to
64-section 20-8a; (ii) engages in activities related to the physician's service
65-as a member of a medical hearing panel, pursuant to section 20-8a; or
66-(iii) assists the department with its duties to boards and commissions

45+education may include, but not be limited to, at least two contact hours 21
46+of training or education during the first renewal period in which 22
47+continuing education is required and not less than once every six years 23

49+veterans and family members of veterans, including (i) determining 25
50+whether a patient is a veteran or family member of a veteran, (ii) 26

53+and after July 1, 2023, a licensee applying for license renewal shall also 29

56+Alzheimer's disease, dementia, delirium and related cognitive 32
57+impairments, and geriatric depression, provided the commissioner 33
58+shall waive this requirement for a licensee who provides documentary 34
59+evidence satisfactory to the commissioner that he or she is not engaged 35
60+in direct primary care of adults or emergency treatment of adults. For 36
61+purposes of this section, qualifying continuing medical education 37
62+activities include, but are not limited to, courses offered or approved 38
63+by the American Medical Association, American Osteopathic 39
64+Association, Connecticut Hospital Association, Connecticut State 40
65+Medical Society, Connecticut Osteopathic Medical Society, county 41

71-Sec. 2. Subsection (b) of section 20-94d of the general statutes is
72-repealed and the following is substituted in lieu thereof (Effective
73-January 1, 2020):
74-(b) Except as provided in this section, for registration periods
75-beginning on and after October 1, 2014, a licensee applying for license
76-renewal shall earn a minimum of fifty contact hours of continuing
77-education within the preceding twenty-four-month period. Such
78-continuing education shall: (1) Be in an area of the advanced practice
79-registered nurse's practice; (2) reflect the professional needs of the
80-licensee in order to meet the health care needs of the public; (3) include
81-at least five contact hours of training or education in
82-pharmacotherapeutics; (4) include at least one contact hour of training
83-or education in each of the following topics: (A) Infectious diseases,
84-including, but not limited to, acquired immune deficiency syndrome
85-and human immunodeficiency virus, (B) risk management, (C) sexual
86-assault, (D) domestic violence, (E) cultural competency, and (F)
87-substance abuse, including, but not limited to, prescribing controlled
88-substances and pain management; [and] (5) on and after January 1,
89-2016, include not less than two contact hours of training or education
90-during the first renewal period in which continuing education is
91-required and not less than once every six years thereafter on the topic
92-of mental health conditions common to veterans and family members
93-of veterans, including (A) determining whether a patient is a veteran
94-or family member of a veteran, (B) screening for conditions such as
95-post-traumatic stress disorder, risk of suicide, depression and grief,
96-and (C) suicide prevention training; and (6) on and after January 1,
97-2020, may include not less than two contact hours of training or
98-education during the first renewal period in which continuing
99-education is required and not less than once every six years thereafter
100-in diagnosing and treating cognitive or mental health conditions,
101-including, but not limited to, Alzheimer's disease, dementia, delirium,

106-of this section, qualifying continuing education activities include, but
107-are not limited to, courses, including on-line courses, offered or
108-approved by the American Nurses Association, Connecticut Hospital
109-Association, Connecticut Nurses Association, Connecticut League for
110-Nursing, a specialty nursing society or an equivalent organization in
111-another jurisdiction, an educational offering sponsored by a hospital or
112-other health care institution or a course offered by a regionally
113-accredited academic institution or a state or local health department.
114-The commissioner may grant a waiver of not more than ten contact
115-hours of continuing education for an advanced practice registered
116-nurse who: [(i)] (A) Engages in activities related to the advanced
117-practice registered nurse's service as a member of the Connecticut State
118-Board of Examiners for Nursing, established pursuant to section 20-88;
119-or [(ii)] (B) assists the department with its duties to boards and
120-commissions as described in section 19a-14.
121-Sec. 3. (Effective from passage) (a) The executive director of the
122-Commission on Women, Children and Seniors shall convene a
123-working group to review the recommendations of the task force
124-established pursuant to section 1 of special act 13-11, determine gaps in
125-implementation of the task force's recommendations and make
126-recommendations concerning best practices for Alzheimer's disease
127-and dementia care.
128-(b) The working group shall be comprised of: (1) The executive
129-director of the Commission on Women, Children and Seniors, or the
130-executive director's designee, who shall be chairperson of the working
131-group; (2) the executive director of the Connecticut chapter of the
132-Alzheimer's Association, or the executive director's designee; (3) the
133-Commissioner of Rehabilitation Services, or the commissioner's
134-designee; (4) the executive director of the Connecticut chapter of the
135-American Association of Retired Persons, or the executive director's
136-designee; (5) the State Ombudsman, or the State Ombudsman's Substitute Senate Bill No. 827
84+Sec. 2. Section 20-12g of the general statutes is repealed and the 54
85+following is substituted in lieu thereof (Effective July 1, 2019): 55
86+The department [may] shall, with the advice and assistance of the 56
87+board, promulgate regulations regarding the renewal of licenses 57
88+granted pursuant to section 20-12b, including a requirement that, on 58
89+and after July 1, 2023, a licensee applying for license renewal shall have 59
90+completed a one-time course or courses, not exceeding eight hours, on 60
91+the diagnosis, treatment and care of patients with Alzheimer's disease, 61
92+dementia, delirium and related cognitive impairments, and geriatric 62
93+depression, provided the department shall waive this requirement for 63
94+a licensee who provides documentary evidence satisfactory to the 64
95+department that he or she is not engaged in direct primary care of 65
96+adults or emergency treatment of adults. The department may 66
97+promulgate such other regulations as may be necessary for the 67
98+implementation of sections 20-12a to 20-12f, inclusive. 68
99+Sec. 3. Subsection (b) of section 20-94d of the general statutes is 69
100+repealed and the following is substituted in lieu thereof (Effective July 70
101+1, 2019): 71
102+(b) Except as provided in this section, for registration periods 72

140-designee; and (6) (A) a family representative of a person with
141-Alzheimer's disease, (B) a family representative of a person with
142-dementia, (C) a person diagnosed with Alzheimer's disease or
143-dementia, and (D) a health care professional with expertise in the
144-diagnosis and treatment of Alzheimer's disease and dementia, all
145-appointed by the executive director of the Commission on Women,
146-Children and Seniors.
147-(c) The executive director of the Commission on Women, Children
148-and Seniors shall make appointments and convene the working group
149-not later than thirty days after the effective date of this section. Any
150-vacancy shall be filled by said executive director.
151-(d) The administrative staff of the Commission on Women, Children
152-and Seniors shall serve as administrative staff of the working group.
153-(e) Not later than January 30, 2020, the working group shall submit
154-a report on its findings and recommendations to the joint standing
155-committee of the General Assembly having cognizance of matters
156-relating to aging, in accordance with the provisions of section 11-4a of
157-the general statutes. The working group shall terminate on the date
158-that it submits such report or December 1, 2020, whichever is later.

162+The Department of Public Health shall, with the advice and 120

171+documentary evidence satisfactory to the department that he or she is 129
172+not engaged in direct primary care of adults or emergency treatment of 130
173+adults. The department may adopt other regulations necessary for the 131
174+implementation of this chapter. 132
175+Sec. 5. (Effective from passage) (a) The Commissioner of Rehabilitation 133
176+Services shall establish a working group to review the 134
177+recommendations of the task force established pursuant to section 1 of 135
178+special act 13-11, determine gaps in implementation of the task force's 136
179+recommendations and make recommendations concerning best 137
180+practices for Alzheimer's disease and dementia care. 138
181+(b) The working group shall be comprised of: (1) The Commissioner 139
182+of Rehabilitation Services, or the commissioner's designee; (2) the 140
183+executive director of the Connecticut chapter of the Alzheimer's 141
184+Association, or the executive director's designee; (3) the executive 142
185+director of the Commission on Women, Children and Seniors, or the 143
186+executive director's designee, who shall be chairperson of the working 144
187+group; (4) the executive director of the Connecticut chapter of the 145
188+American Association of Retired Persons, or the executive director's 146
189+designee; (5) the State Ombudsman, or a representative of the Office of 147
190+the Long-Term Care Ombudsman; (6) a family representative of a 148
191+person with Alzheimer's disease; (7) a family representative of a 149
192+person with dementia; (8) a person diagnosed with Alzheimer's 150
193+disease or dementia; and (9) a health care professional with expertise 151

201+(c) The Commissioner of Rehabilitation Services shall make all 153

203+effective date of this section. Any vacancy shall be filled by the 155
