AN ACT CONCERNING SE RVICES FOR PERSONS WITH SMITH -
MAGENIS SYNDROME. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) For purposes of this section, 1 
"Smith-Magenis Syndrome" means a genetically based, developmental 2 
disorder that includes, but is not limited to, mild to moderate 3 
intellectual disability, delayed speech and language skills, distinctive 4 
facial features, sleep disturbances and behavioral problems.  5 
(b) The Commissioner of Developmental Services, in consultation 6 
with the Commissioners of Early Childhood, Education, Mental Health 7 
and Addiction Services, Public Health and Social Services, shall study 8 
whether children with Smith-Magenis Syndrome are receiving 9 
adequate services, including, but not limited to, early intervention, 10 
special education and other supportive services. The commissioner 11 
shall develop recommendations as necessary to improve such services. 12 
(c) Not later than January 15, 2020, the commissioner shall report on 13 
the results of the study in accordance with the provisions of section 11-14  Raised Bill No.  834

4a of the general statutes to the joint standing committees of the 15 
General Assembly having cognizance of matters relating to children, 16 
education, public health and human services. 17 
This act shall take effect as follows and shall amend the following 
sections:

To require a study of what state services are being offered and may be 
available to children suffering from Smith-Magenis Syndrome.
