21+ESTABLISHMENT OF A P ERSONAL FINANCIAL MA NAGEMENT
22+PILOT PROGRAM.
1623 Be it enacted by the Senate and House of Representatives in General

19-Section 1. (Effective from passage) For the fiscal years ending June 30, 1
20-2020, and June 30, 2021, there is established a personal financial 2
21-management pilot program to be administered by the Capitol Region 3
22-Education Council. The council shall assist member school districts in 4
23-the provision of personal financial management instruction using the 5
24-curriculum materials made available by the State Board of Education, 6
25-pursuant to subsection (d) of section 10-16b of the general statutes, 7
26-during the school year commencing July 1, 2020. Such assistance by the 8
27-council may include, but need not be limited to, the collection and 9
28-dissemination of curriculum materials, as developed in the plan 10
29-provided under section 10-16pp of the general statutes, and the use of 11
30-advisors who have expertise in personal financial management and 12
31-who can provide assistance to teachers in such personal financial 13
32-management instruction in classrooms. For purposes of this section, 14
33-"member school districts" means those local and regional boards of 15
34-education that are members of the Capitol Region Education Council. 16
35-Sec. 2. (Effective July 1, 2019) The sum of one hundred thousand 17
36-dollars is appropriated to the Department of Education, from the 18
37-General Fund, for the fiscal year ending June 30, 2020, for the Capitol 19 Substitute Bill No. 852
26+Section 1. Section 10-16b of the general statutes is repealed and the 1
27+following is substituted in lieu thereof (Effective January 1, 2021): 2
28+(a) In the public schools the program of instruction offered shall 3
29+include at least the following subject matter, as taught by legally 4
30+qualified teachers, the arts; career education; consumer education; 5
31+personal financial management, including, but not limited to, financial 6
32+literacy as developed in the plan provided under section 10-16pp; 7
33+health and safety, including, but not limited to, human growth and 8
34+development, nutrition, first aid, including cardiopulmonary 9
35+resuscitation training in accordance with the provisions of section 10-10
36+16qq, disease prevention and cancer awareness, including, but not 11
37+limited to, age and developmentally appropriate instruction in 12
38+performing self-examinations for the purposes of screening for breast 13 Raised Bill No. 852

47-Sec. 3. (Effective July 1, 2020) The sum of one hundred thousand 23
48-dollars is appropriated to the Department of Education, from the 24
49-General Fund, for the fiscal year ending June 30, 2021, for the Capitol 25
50-Region Education Council to administer the personal financial 26
51-management pilot program, established pursuant to section 1 of this 27
52-act. 28

44+cancer and testicular cancer, community and consumer health, 14
45+physical, mental and emotional health, including youth suicide 15
46+prevention, substance abuse prevention, including instruction relating 16
47+to opioid use and related disorders, safety, which shall include the safe 17
48+use of social media, as defined in section 9-601, and may include the 18
49+dangers of gang membership, and accident prevention; language arts, 19
50+including reading, writing, grammar, speaking and spelling; 20
51+mathematics; physical education; science, which may include the 21
52+climate change curriculum described in subsection (d) of this section; 22
53+social studies, including, but not limited to, citizenship, economics, 23
54+geography, government, history and Holocaust and genocide 24
55+education and awareness in accordance with the provisions of section 25
56+10-18f; computer programming instruction; and in addition, on at least 26
57+the secondary level, one or more world languages and vocational 27
58+education. For purposes of this subsection, world languages [shall 28
59+include] includes American Sign Language, provided such subject 29
60+matter is taught by a qualified instructor under the supervision of a 30
61+teacher who holds a certificate issued by the State Board of Education. 31
62+For purposes of this subsection, the "arts" means any form of visual or 32
63+performing arts, which may include, but not be limited to, dance, 33
64+music, art and theatre. 34
65+(b) If a local or regional board of education requires its pupils to 35
66+take a course in a world language, the parent or guardian of a pupil 36
67+identified as deaf or hard of hearing may request in writing that such 37
68+pupil be exempted from such requirement and, if such a request is 38
69+made, such pupil shall be exempt from such requirement. 39
70+(c) Each local and regional board of education shall on September 1, 40
71+1982, and annually thereafter at such time and in such manner as the 41
72+Commissioner of Education shall request, attest to the State Board of 42
73+Education that such local or regional board of education offers at least 43
74+the program of instruction required pursuant to this section, and that 44
75+such program of instruction is planned, ongoing and systematic. 45
76+(d) The State Board of Education shall make available curriculum 46 Raised Bill No. 852

82+materials and such other materials as may assist local and regional 47
83+boards of education in developing instructional programs pursuant to 48
84+this section. The State Board of Education, within available 49
85+appropriations and utilizing available resource materials, shall assist 50
86+and encourage local and regional boards of education to include: (1) 51
87+Holocaust and genocide education and awareness; (2) the historical 52
88+events surrounding the Great Famine in Ireland; (3) African-American 53
89+history; (4) Puerto Rican history; (5) Native American history; (6) 54
90+personal financial management, including, but not limited to, financial 55
91+literacy as developed in the plan provided under section 10-16pp; (7) 56
92+training in cardiopulmonary resuscitation and the use of automatic 57
93+external defibrillators; (8) labor history and law, including organized 58
94+labor, the collective bargaining process, existing legal protections in the 59
95+workplace, the history and economics of free market capitalism and 60
96+entrepreneurialism, and the role of labor and capitalism in the 61
97+development of the American and world economies; (9) climate 62
98+change consistent with the Next Generation Science Standards; (10) 63
99+topics approved by the state board upon the request of local or 64
100+regional boards of education as part of the program of instruction 65
101+offered pursuant to subsection (a) of this section; and (11) instruction 66
102+relating to the Safe Haven Act, sections 17a-57 to 17a-61, inclusive. The 67
103+Department of Energy and Environmental Protection shall be available 68
104+to each local and regional board of education for the development of 69
105+curriculum on climate change as described in this subsection. 70
