14-AN ACT ESTABLISHING THE POSITION OF DIRECTOR OF
19+AN ACT ESTABLISHING THE POSITION OF SECRETARY OF

1621 Be it enacted by the Senate and House of Representatives in General
1722 Assembly convened:

1924 Section 1. (NEW) (Effective October 1, 2019) (a) There shall be a 1
20-Director of Manufacturing within the Department of Economic and 2
21-Community Development. The director shall be appointed by the 3
22-Commissioner of Economic and Community Development after 4
23-consultation with a state-wide manufacturing collaborative. 5
24-(b) The director shall have (1) at least ten years of experience in the 6
25+Secretary of Manufacturing appointed by the Governor for a term of 2
26+four years. Such term may be renewed at the discretion of the 3
27+Governor after consultation with a state-wide manufacturing 4
28+collaborative. 5
29+(b) The secretary shall have (1) at least ten years of experience in the 6
2530 manufacturing industry, preferably as an executive of a company with 7
26-fewer than five hundred employees, (2) a background in financial 8
27-management, and (3) familiarity with state programs concerning 9
28-manufacturing assistance. 10
29-(c) The director shall, in consultation with the state's manufacturing 11
30-community, (1) define strategic goals and objectives for advancing 12
31-manufacturing growth in the state, (2) ensure state and federal 13
32-investments for the advancement of manufacturing are aligned with 14
33-such strategic goals and objectives, (3) enhance state-wide 15
34-coordination, collaboration and partnership among public, private and 16
35-nonprofit entities, and (4) establish systems for regularly measuring 17
36-the effectiveness of investments that are achieving objectives and 18 Substitute Bill No. 855
31+fewer than five hundred employees, (2) a subjective background in 8
32+financial management, (3) familiarity with current state programs 9
33+concerning manufacturing assistance, (4) credibility with the state's 10
34+manufacturing community, and (5) experience in government relations 11
35+activity. 12
36+(c) The secretary shall, in consultation with the state's 13
37+manufacturing community, (1) define strategic goals and objectives for 14 Raised Bill No. 855

43-recommend changes as necessary. 19
44-(d) Not later than October 1, 2020, the director shall submit a report 20
45-to the Governor and the joint standing committee of the General 21
46-Assembly having cognizance of matters relating to commerce on plans 22
47-for and progress toward addressing the following priorities: 23
48-(1) With regard to workforce development, the director shall (A) 24
49-develop initiatives for promoting manufacturing careers in public 25
50-schools and local communities, (B) increase the capability of traditional 26
51-and technical high schools to provide comprehensive technical 27
52-education to students, (C) coordinate integration of manufacturing 28
53-curriculums in middle schools, high schools, community colleges, 29
54-four-year colleges and graduate level manufacturing-related education 30
55-programs, and (D) expand the state's capability to address immediate 31
56-manufacturing workforce needs through greater regional partnerships 32
57-and expansion of strategic workforce pipeline initiatives. 33
58-(2) With regard to technology, the director shall establish an 34
59-Advanced Manufacturing Technology Consortium. The consortium 35
60-shall (A) establish a network for communication between technology 36
61-resource providers and manufacturers, (B) increase manufacturers' 37
62-awareness of the importance of technology innovation to their long-38
63-term success, and (C) increase awareness and accessibility of planning, 39
64-testing, financing and other assistance associated with advancing 40
65-technology innovation in the manufacturing industry. 41
66-(3) With regard to state funding of manufacturing programs, the 42
67-director shall evaluate state-funded manufacturing programs and 43
68-recommend changes to such programs, as warranted, to meet strategic 44
69-objectives, consistent with needs of manufacturers. 45
70-(4) With regard to manufacturing regulations, the director shall 46
71-establish a Regulatory Improvement Team to evaluate whether 47
72-regulations are clear, narrowly constructed to meet a legitimate need, 48
73-consistently applied and meet other measures detailed in the 49 Substitute Bill No. 855

43+advancing manufacturing growth, (2) ensure state and federal 15

72+technology innovation to their long-term success, (D) increase 44
73+awareness and accessibility of planning, testing, financing and other 45
74+assistance associated with advancing technology innovation in the 46

82-(5) With regard to promotion of manufacturing, the director shall 52
83-assist manufacturers, state agencies and other relevant entities with 53
84-promoting the products and services of the state's manufacturers. 54
85-Sec. 2. (NEW) (Effective July 1, 2019) There is established an account 55
86-to be known as the "director of manufacturing account" which shall be 56
87-a separate, nonlapsing account within the General Fund. The following 57
88-moneys shall be deposited in the account: (1) Any moneys required or 58
89-permitted by law to be deposited in the account; (2) all private 59
90-contributions, gifts, grants, donations, bequests or devises received by 60
91-the account; and (3) to the extent not otherwise prohibited by state or 61
92-federal law, any local, state or federal funds received by the account. 62
93-Moneys in the account shall be expended by the Director of 63
94-Manufacturing for the purposes of subsection (c) of section 1 of this 64
95-act. 65
