LCO No. 3936 1 of 2 General Assembly Raised Bill No. 858 January Session, 2019 LCO No. 3936 Referred to Committee on PUBLIC HEALTH Introduced by: (PH) AN ACT CONCERNING TH E PROPHYLACTIC TREATMENT OF MINORS FOR SEXUALLY TRANSMITTED DISEASES . Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Subsection (a) of section 19a-216 of the general statutes is 1 repealed and the following is substituted in lieu thereof (Effective July 2 1, 2019): 3 (a) Any municipal health department, state institution or facility, 4 licensed physician or public or private hospital or clinic, may examine 5 or provide treatment, including prophylactic treatment, for sexually 6 transmitted disease for a minor, if the physician or facility is qualified 7 to provide such examination or treatment. The consent of the parents 8 or guardian of the minor shall not be a prerequisite to the examination 9 or treatment. The physician in charge or other appropriate authority of 10 the facility or the licensed physician concerned shall prescribe an 11 appropriate course of treatment for the minor. The fact of consultation, 12 examination or treatment of a minor under the provisions of this 13 section shall be confidential and shall not be divulged by the facility or 14 physician, including the sending of a bill for the services to any person 15 Raised Bill No. 858 LCO No. 3936 2 of 2 other than the minor, except for purposes of reports under section 19a-16 215, and except that, if the minor is not more than twelve years of age, 17 the facility or physician shall report the name, age and address of that 18 minor to the Commissioner of Children a nd Families or the 19 commissioner's designee who shall proceed thereon as in reports 20 under section 17a-101g. As used in this subsection, "prophylactic" 21 means a medicine or course of action used to prevent disease. 22 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 19a-216(a) Statement of Purpose: To permit prophylactic treatment of minors for sexually transmitted diseases without the consent of a parent or guardian.
