19	19	AN ACT CONCERNING TH E COLLECTION OF DELINQUENT TAXES
20	20	AND CHILD SUPPORT FR OM LOTTERY WINNINGS.
21	21	Be it enacted by the Senate and House of Representatives in General
22	22	Assembly convened:

24	24	Section 1. Subsection (a) of section 12-829 of the general statutes is 1
25	25	repealed and the following is substituted in lieu thereof (Effective July 2
26	26	1, 2019): 3
27	27	(a) (1) On [or] and after January 1, 2012, but prior to July 1, 2018, 4
28	28	when any person redeems a winning lottery ticket worth five thousand 5
29	29	dollars or more at the central office of the Connecticut Lottery 6
30	30	Corporation, the Connecticut Lottery Corporation shall check the 7
31	31	name and other identifying information of such person against a list of 8
32	32	taxpayers who are delinquent, supplied by the Commissioner of 9
33	33	Revenue Services. 10
34	34	(2) On [or] and after July 1, 2018, but prior to July 1, 2019, when any 11
35	35	person redeems a winning lottery ticket worth two thousand dollars or 12
36	36	more at the central office of the Connecticut Lottery Corporation, the 13
37	37	Connecticut Lottery Corporation shall check the name and other 14 Raised Bill No. 871

43	43	identifying information of such person against a list of taxpayers who 15
44	44	are delinquent, supplied by the Commissioner of Revenue Services. 16
45	45	(3) On and after July 1, 2019, when any person redeems a winning 17
46	46	lottery ticket worth six hundred dollars or more at the central office of 18
47	47	the Connecticut Lottery Corporation, the Connecticut Lottery 19
48	48	Corporation shall check the name and other identifying information of 20
49	49	such person against a list of taxpayers who are delinquent, supplied by 21
50	50	the Commissioner of Revenue Services. 22
51	51	Sec. 2. Subsection (c) of section 52-362d of the general statutes is 23
52	52	repealed and the following is substituted in lieu thereof (Effective July 24
53	53	1, 2019): 25
54	54	(c) When any person redeems a winning lottery ticket worth [five 26
55	55	thousand] six hundred dollars or more at the central office of the 27
56	56	Connecticut Lottery Corporation, the Connecticut Lottery Corporation 28
57	57	shall check the name and other identifying information of such person 29
58	58	against a list of obligors supplied by the Commissioner of Social 30
59	59	Services. If such person is included on the list of obligors, the 31
60	60	Connecticut Lottery Corporation shall request confirmation from the 32
61	61	Commissioner of Social Services that such person is in fact an obligor, 33
62	62	and upon notification by the Commissioner of Social Services that 34
63	63	money is due from any such person as a result of a claim for support 35
64	64	which has been assigned to the state pursuant to section 17b-77, or is to 36
65	65	be paid to the state acting by and through the IV-D agency, the 37
66	66	Connecticut Lottery Corporation shall withhold from any lottery 38
67	67	winnings payable to such person under the provisions of chapter 226 39
68	68	or chapter 229a the amount of such claim for support owed to an 40
69	69	individual for any portion of support which has not been assigned to 41
70	70	the state, and then the amount of such claim for support owed to the 42
71	71	state, provided the Connecticut Lottery Corporation shall notify such 43
72	72	person that (1) lottery winnings have been withheld as a result of the 44
73	73	amount due for such support, and (2) such person has the right to a 45
74	74	hearing before a hearing officer designated by the Commissioner of 46
75	75	Social Services if such person contests the amount of the alleged claim 47 Raised Bill No. 871

81	81	for support. The Connecticut Lottery Corporation shall pay any such 48
82	82	person in accordance with any decisions of the hearing officer or the 49
83	83	court upon appeal of the hearing officer's decision. 50
84	84	This act shall take effect as follows and shall amend the following
