1919 AN ACT CONCERNING TH E COLLECTION OF DELINQUENT TAXES
2020 AND CHILD SUPPORT FR OM LOTTERY WINNINGS.
2121 Be it enacted by the Senate and House of Representatives in General

2424 Section 1. Subsection (a) of section 12-829 of the general statutes is 1
2525 repealed and the following is substituted in lieu thereof (Effective July 2
2626 1, 2019): 3
2727 (a) (1) On [or] and after January 1, 2012, but prior to July 1, 2018, 4
2828 when any person redeems a winning lottery ticket worth five thousand 5
2929 dollars or more at the central office of the Connecticut Lottery 6
3030 Corporation, the Connecticut Lottery Corporation shall check the 7
3131 name and other identifying information of such person against a list of 8
3232 taxpayers who are delinquent, supplied by the Commissioner of 9
3333 Revenue Services. 10
3434 (2) On [or] and after July 1, 2018, but prior to July 1, 2019, when any 11
3535 person redeems a winning lottery ticket worth two thousand dollars or 12
3636 more at the central office of the Connecticut Lottery Corporation, the 13

4343 identifying information of such person against a list of taxpayers who 15
4444 are delinquent, supplied by the Commissioner of Revenue Services. 16
4545 (3) On and after July 1, 2019, when any person redeems a winning 17
4646 lottery ticket worth six hundred dollars or more at the central office of 18
4747 the Connecticut Lottery Corporation, the Connecticut Lottery 19
4848 Corporation shall check the name and other identifying information of 20
4949 such person against a list of taxpayers who are delinquent, supplied by 21
5050 the Commissioner of Revenue Services. 22
5151 Sec. 2. Subsection (c) of section 52-362d of the general statutes is 23
5252 repealed and the following is substituted in lieu thereof (Effective July 24
5353 1, 2019): 25
5454 (c) When any person redeems a winning lottery ticket worth [five 26
5555 thousand] six hundred dollars or more at the central office of the 27
5656 Connecticut Lottery Corporation, the Connecticut Lottery Corporation 28
5757 shall check the name and other identifying information of such person 29
5858 against a list of obligors supplied by the Commissioner of Social 30
5959 Services. If such person is included on the list of obligors, the 31
6060 Connecticut Lottery Corporation shall request confirmation from the 32
6161 Commissioner of Social Services that such person is in fact an obligor, 33
6262 and upon notification by the Commissioner of Social Services that 34
6363 money is due from any such person as a result of a claim for support 35
6464 which has been assigned to the state pursuant to section 17b-77, or is to 36
6565 be paid to the state acting by and through the IV-D agency, the 37
6666 Connecticut Lottery Corporation shall withhold from any lottery 38
6767 winnings payable to such person under the provisions of chapter 226 39
6868 or chapter 229a the amount of such claim for support owed to an 40
6969 individual for any portion of support which has not been assigned to 41
7070 the state, and then the amount of such claim for support owed to the 42
7171 state, provided the Connecticut Lottery Corporation shall notify such 43
7272 person that (1) lottery winnings have been withheld as a result of the 44
7373 amount due for such support, and (2) such person has the right to a 45
7474 hearing before a hearing officer designated by the Commissioner of 46

8181 for support. The Connecticut Lottery Corporation shall pay any such 48
8282 person in accordance with any decisions of the hearing officer or the 49
8383 court upon appeal of the hearing officer's decision. 50
