913 AN ACT CONCERNING TH E STAFF QUALIFICATIONS
1014 REQUIREMENT FOR EARL Y CHILDHOOD EDUCATORS.
1115 Be it enacted by the Senate and House of Representatives in General

14-Section 1. Subsection (b) of section 10-16p of the general statutes is
15-repealed and the following is substituted in lieu thereof (Effective July
16-1, 2019):
17-(b) (1) The office shall be the lead agency for school readiness. For
18-purposes of this section and section 10-16u, school readiness program
19-providers eligible for funding from the office shall include local and
20-regional boards of education, regional educational service centers,
21-family resource centers and providers of child care centers, as
22-[defined] described in section 19a-77, Head Start programs, preschool
23-programs and other programs that meet [such] any standards
24-established by the commissioner. The office shall establish standards
25-for school readiness programs. The standards may include, but need
26-not be limited to, guidelines for staff-child interactions, curriculum
27-content, including preliteracy development, lesson plans, [parent]
28-parental involvement, staff qualifications and training, transition to
29-school and administration. The office shall develop age-appropriate
30-developmental skills and goals for children attending such programs.
31-The commissioner, in consultation with the president of the Substitute Senate Bill No. 932

35-Connecticut State Colleges and Universities, the Commissioners of
36-Education and Social Services and other appropriate entities, shall
37-develop a professional development program for the staff of school
38-readiness programs.
39-(2) For purposes of this section:
40-(A) Prior to July 1, [2020] 2022, "staff qualifications" means that for
41-each early childhood education program accepting state funds for
42-infant, toddler and preschool spaces associated with such program's
43-child care program or school readiness program, there is in each
44-classroom an individual who has at least the following: (i) A childhood
45-development associate credential or an equivalent credential issued by
46-an organization approved by the commissioner and twelve credits or
47-more in early childhood education or child de velopment, as
48-determined by the commissioner or the president of the Connecticut
49-State Colleges and Universities, after consultation with the
50-commissioner, from an institution of higher education (I) accredited by
51-the Board of Regents for Higher Education or Office of Higher
52-Education, and (II) regionally accredited; (ii) an associate degree with
53-twelve credits or more in early childhood education or child
54-development, as determined by the commissioner or the president of
55-the Connecticut State Colleges and Universities, after consultation with
56-the commissioner, from such an institution; (iii) a four-year degree
57-with twelve credits or more in early childhood education or child
58-development, as determined by the commissioner or the president of
59-the Connecticut State Colleges and Universities, after consultation with
60-the commissioner, from such an institution; (iv) certification pursuant
61-to section 10-145b with an endorsement in early childhood education
62-or special education; (v) an associate degree with a concentration in
63-early childhood education from an institution of higher education that
64-is regionally accredited; or (vi) a bachelor's degree with a concentration

66+the Connecticut State Colleges and Universities, after consultation with 43
67+the commissioner, from such an institution; (iv) certification pursuant 44
68+to section 10-145b with an endorsement in early childhood education 45
69+or special education; (v) an associate degree with a concentration in 46
70+early childhood education from an institution of higher education that 47
71+is regionally accredited; or (vi) a bachelor's degree with a concentration 48
72+in early childhood education from an institution of higher education 49
73+that is regionally accredited; 50
74+(B) From July 1, [2020] 2022, until June 30, [2023] 2025, "staff 51
75+qualifications" means that for each early childhood education program 52

69-that is regionally accredited;
70-(B) From July 1, [2020] 2022, until June 30, [2023] 2025, "staff
71-qualifications" means that for each early childhood education program
72-accepting state funds for infant, toddler and preschool spaces
73-associated with such program's child care program or school readiness
74-program, (i) at least fifty per cent of those individuals with the primary
75-responsibility for a classroom of children (I) hold certification pursuant
76-to section 10-145b with an endorsement in early childhood education
77-or early childhood special education, (II) have been issued an early
78-childhood teacher credential, pursuant to section 10-520b, (III) hold at
79-least [a bachelor's] an associate degree with a concentration in early
80-childhood education from an institution of higher education that is
81-regionally accredited, or (IV) satisfy the requirements of subdivision
82-(3), (4) or (5) of this subsection, and (ii) such remaining individuals
83-with the primary responsibility for a classroom of children hold [an
84-associate degree with a concentration in early childhood education
85-from an institution of higher education that is regionally accredited;
86-and] a childhood development associate credential or an equivalent
87-credential issued by an organization approved by the commissioner
88-and twelve credits or more in early childhood education or child
89-development, as determined by the commissioner or the president of
90-the Connecticut State Colleges and Universities, after consultation with
91-the commissioner, from an institution of higher education (I)
92-accredited by the Board of Regents for Higher Education or Office of
93-Higher Education, and (II) regionally accredited;
94-(C) From July 1, 2025, until June 30, 2029, "staff qualifications"
95-means that for each early childhood education program accepting state
96-funds for infant, toddler and preschool spaces associated with such
97-program's child care program or school readiness program, (i) at least
98-fifty per cent of those individuals with the primary responsibility for a

103-with an endorsement in early childhood education or early childhood
104-special education, (II) have been issued an early childhood teacher
105-credential, pursuant to subdivision (2) of section 10-520b, (III) hold at
106-least a bachelor's degree with a concentration in early childhood
107-education from an institution of higher education that is regionally
108-accredited, or (IV) satisfy the requirements of subdivision (3), (4) or (5)
109-of this subsection, and (ii) such remaining individuals with the
110-primary responsibility for a classroom of children (I) hold an associate
111-degree with a concentration in early childhood education from an
112-institution of higher education that is regionally accredited, or (II) have
113-been issued an early childhood teacher credential, pursuant to
114-subdivision (1) of section 10-520b; and
115-[(C)] (D) On and after July 1, [2023] 2029, "staff qualifications" means
116-that for each early childhood education program accepting state funds
117-for infant, toddler and preschool spaces associated with such
118-program's child care program or school readiness program, one
119-hundred per cent of those individuals with the primary responsibility
120-for a classroom of children (i) hold certification pursuant to section 10-
121-145b with an endorsement in early childhood education or early
122-childhood special education, (ii) have been issued an early childhood
123-teacher credential, pursuant to subdivision (2) of section 10-520b, (iii)
124-hold at least a bachelor's degree with a concentration in early
125-childhood education from an institution of higher education that is
126-regionally accredited, or (iv) satisfy the requirements of subdivision
127-(3), (4) or (5) of this subsection.
128-(3) Any individual with a bachelor's degree in early childhood
129-education or child development or a bachelor's degree and twelve
130-credits or more in early childhood education or child development,
131-who, on or before June 30, 2015, is employed by an early childhood
132-education program that accepts state funds for infant, toddler and
133-preschool spaces associated with such program's child care program or Substitute Senate Bill No. 932
83+associated with such program's child care program or school readiness 54
84+program, (i) at least fifty per cent of those individuals with the primary 55
85+responsibility for a classroom of children (I) hold certification pursuant 56
86+to section 10-145b with an endorsement in early childhood education 57

100+the Connecticut State Colleges and Universities, after consultation with 71
101+the commissioner, from an institution of higher education (I) 72
102+accredited by the Board of Regents for Higher Education or Office of 73
103+Higher Education, and (II) regionally accredited; 74
104+(C) From July 1, 2025, until June 30, 2029, "staff qualifications" 75
105+means that for each early childhood education program accepting state 76
106+funds for infant, toddler and preschool spaces associated with such 77
107+program's child care program or school readiness program, (i) at least 78
108+fifty per cent of those individuals with the primary responsibility for a 79
109+classroom of children (I) hold certification pursuant to section 10-145b 80
110+with an endorsement in early childhood education or early childhood 81
111+special education, (II) have been issued an early childhood teacher 82

137-school readiness program shall be considered to meet the staff
138-qualifications required under subparagraphs (B) [and (C)] to (D),
139-inclusive, of subdivision (2) of this subsection. No such early
140-childhood education program shall terminate any such individual
141-from employment for purposes of meeting the staff qualification
142-requirements set forth in subparagraph (B), [or] (C) or (D) of
143-subdivision (2) of this subsection.
144-(4) Any individual with an associate degree or a bachelor's degree in
145-early childhood education or child development or an associate degree
146-or a bachelor's degree and twelve credits or more in early childhood
147-education or child development from an institution of higher
148-education that is regionally accredited, other than an associate degree
149-or a bachelor's degree with a concentration in early childhood
150-education, may submit documentation concerning such degree for
151-review and assessment by the office as to whether such degree has a
152-sufficient concentration in early childhood education so as to satisfy
153-the requirements set forth in subparagraphs (B) [and (C)] to (D),
154-inclusive, of subdivision (2) of this subsection.
155-(5) Any individual with an associate degree with twelve credits or
156-more in early childhood education or child development, as
157-determined by the commissioner or the president of the Connecticut
158-State Colleges and Universities, after consultation with the
159-commissioner, from an institution of higher education (A) accredited
160-by the Board of Regents for Higher Education or Office of Higher
161-Education, and (B) regionally accredited, who has been employed in
162-the same early childhood education program that accepts state funds
163-for infant, toddler and preschool spaces associated with such
164-program's child care program or school readiness program since 1995
165-shall be considered to meet the staff qualifications required under
166-subparagraphs (B) [and (C)] to (D), inclusive, of subdivision (2) of this
167-subsection until June 30, 2025. On and after July 1, 2025, such Substitute Senate Bill No. 932

125+institution of higher education that is regionally accredited, or (II) have 90
126+been issued an early childhood teacher credential, pursuant to 91
127+subdivision (1) of section 10-520b; and 92
128+[(C)] (D) On and after July 1, [2023] 2029, "staff qualifications" means 93
129+that for each early childhood education program accepting state funds 94
130+for infant, toddler and preschool spaces associated with such 95
131+program's child care program or school readiness program, one 96
132+hundred per cent of those individuals with the primary responsibility 97
133+for a classroom of children (i) hold certification pursuant to section 10-98
134+145b with an endorsement in early childhood education or early 99
135+childhood special education, (ii) have been issued an early childhood 100
136+teacher credential, pursuant to subdivision (2) of section 10-520b, (iii) 101
137+hold at least a bachelor's degree with a concentration in early 102
138+childhood education from an institution of higher education that is 103
139+regionally accredited, or (iv) satisfy the requirements of subdivision 104
140+(3), (4) or (5) of this subsection. 105
141+(3) Any individual with a bachelor's degree in early childhood 106
142+education or child development or a bachelor's degree and twelve 107
143+credits or more in early childhood education or child development, 108
144+who, on or before June 30, 2015, is employed by an early childhood 109
145+education program that accepts state funds for infant, toddler and 110
146+preschool spaces associated with such program's child care program or 111
147+school readiness program shall be considered to meet the staff 112
148+qualifications required under subparagraphs (B) [and (C)] to (D), 113
149+inclusive, of subdivision (2) of this subsection. No such early 114
150+childhood education program shall terminate any such individual 115
151+from employment for purposes of meeting the staff qualification 116
152+requirements set forth in subparagraph (B), [or] (C) or (D) of 117
153+subdivision (2) of this subsection. 118
154+(4) Any individual with an associate degree or a bachelor's degree in 119
155+early childhood education or child development or an associate degree 120 Substitute Bill No. 932

171-individual shall hold a childhood development associate credential or
172-an equivalent credential, described in subparagraph (A) of subdivision
173-(2) of this subsection, or otherwise meet the staff qualifications
174-required under [subparagraph (C)] subparagraphs (C) and (D) of
175-subdivision (2) of this subsection. Any such individual who terminates
176-his or her employment with such early childhood education program
177-on or before June 30, 2025, and accepts a position at another early
178-childhood education program accepting state funds for spaces
179-associated with such program's child care program or school readiness
180-program shall submit documentation of such individual's progress
181-toward meeting the staff qualification requirements set forth in
182-subparagraph (B) [or (C)] to (D), inclusive, of subdivision (2) of this
183-subsection in a manner determined by the office.
184-Sec. 2. Subsection (c) of section 10-520 of the general statutes is
185-repealed and the following is substituted in lieu thereof (Effective July
186-1, 2019):
187-(c) During a review and assessment pursuant to subdivision (4) of
188-subsection (b) of section 10-16p, the office shall (1) review the results of
189-the trend analysis conducted pursuant to subsection (b) of this section
190-for the purpose of determining whether the degree of an individual
191-with a bachelor's degree in early childhood education or child
192-development or a bachelor's degree and twelve credits or more in early
193-childhood education or child development, other than those bachelor's
194-degrees specified in subparagraphs (B) [and (C)] to (D), inclusive, of
195-subdivision (2) of subsection (b) of section 10-16p, as amended by this
196-act, has a sufficient concentration in early childhood education so as to
197-satisfy the requirements set forth in said subparagraphs (B) [and (C)]
198-to (D), inclusive, and (2) consider an individual to have met the
199-requirements set forth in said subparagraphs (B) [and (C)] to (D),
200-inclusive, if the degree of such individual is from a bachelor's degree

178+the same early childhood education program that accepts state funds 137
179+for infant, toddler and preschool spaces associated with such 138
180+program's child care program or school readiness program since 1995 139
181+shall be considered to meet the staff qualifications required under 140
182+subparagraphs (B) [and (C)] to (D), inclusive, of subdivision (2) of this 141
183+subsection until June 30, 2025. On and after July 1, 2025, such 142
184+individual shall hold a childhood development associate credential or 143
185+an equivalent credential, described in subparagraph (A) of subdivision 144
186+(2) of this subsection, or otherwise meet the staff qualifications 145
187+required under [subparagraph (C)] subparagraphs (C) and (D) of 146
188+subdivision (2) of this subsection. Any such individual who terminates 147
189+his or her employment with such early childhood education program 148
190+on or before June 30, 2025, and accepts a position at another early 149
191+childhood education program accepting state funds for spaces 150
192+associated with such program's child care program or school readiness 151

224+This act shall take effect as follows and shall amend the following
