2019 AN ACT EXPANDING ELIGIBILITY IN THE CARE4KIDS PROGRA M TO

2221 Be it enacted by the Senate and House of Representatives in General

2524 Section 1. Subsection (a) of section 17b-749 of the general statutes is 1
2625 repealed and the following is substituted in lieu thereof (Effective July 2
2726 1, 2019): 3
2827 (a) The Commissioner of Early Childhood shall establish and 4
2928 operate a child care subsidy program to increase the availability, 5
3029 affordability and quality of child care services for families with a 6
3130 parent or caretaker who (1) is working or [attending] enrolled in high 7
3231 school, a public or independent institution of higher education, an 8
3332 adult education program pursuant to section 10-69, an English as a 9
3433 second language program or a private occupational school authorized 10
3534 pursuant to sections 10a-22a to 10a-22o, inclusive, or (2) receives cash 11
3635 assistance under the temporary family assistance program from the 12
3736 Department of Social Services and is participating in an education, 13
3837 training or other job preparation activity approved pursuant to 14
39-subsection (b) of section 17b-688i or subsection (b) of section 17b-689d. 15

44+Services available under the child care subsidy program shall include 16
4745 the provision of child care subsidies for children under the age of 17
4846 thirteen or children under the age of nineteen with special needs. The 18
4947 Office of Early Childhood shall open and maintain enrollment for the 19
5048 child care subsidy program and shall administer such program within 20
5149 the existing budgetary resources available. The office shall issue a 21
5250 notice on the office's Internet web site any time the office closes the 22
5351 program to new applications, changes eligibility requirements, 23
5452 changes program benefits or makes any other change to the program's 24
5553 status or terms. [, except the office shall not be required to issue such 25
5654 notice when the office expands program eligibility.] Any change in the 26
5755 office's acceptance of new applications, eligibility requirements, 27
5856 program benefits or any other change to the program's status or terms 28
5957 for which the office is required to give notice pursuant to this 29
6058 subsection, shall not be effective until thirty days after the office issues 30
6159 such notice. 31
