920 AN ACT CONCERNING VE TERAN ENROLLMENT IN CERTAIN
1021 ALTERNATE ROUTE TO C ERTIFICATION PROGRAM S.
1122 Be it enacted by the Senate and House of Representatives in General
1223 Assembly convened:

14-Section 1. Section 10-145w of the general statutes is repealed and the
15-following is substituted in lieu thereof (Effective July 1, 2019):
16-(a) As used in this section, "person from an alternate profession"
17-means a person who (1) holds at least a bachelor's degree from an
18-institution of higher education accredited by the Board of Regents for
19-Higher Education or Office of Higher Education or that is regionally
20-accredited, and (A) is a paraeducator, (B) is a veteran, as defined in
21-section 27-103, (C) holds a charter school educator permit, issued by
22-the State Board of Education pursuant to section 10-145q, or (D) is
23-employed or was previously employed as a professor at an accredited
24-institution of higher education, as defined in section 10a-34, or (2)
25-holds a master's degree from a social work program accredited by the
26-Council on Social Work Education or, for any person educated outside
27-the United States or its territories, an educational program deemed
28-equivalent by the council.
29-(b) (1) The Department of Education, in consultation with the Office
30-of Higher Education, shall develop or review and approve proposals Senate Bill No. 951

34-for alternate route to certification programs for persons from an
35-alternate profession. Any alternate route to certification program
36-developed or approved under this section shall [(1)] (A) include
37-instruction in classroom management and cultural competency, [(2)]
38-(B) align with the standards of teaching competencies adopted by the
39-State Board of Education, and [(3)] (C) meet such other criteria as the
40-department requires.
41-(2) Any alternate route to certification program developed or
42-approved under this section shall reserve ten per cent of available seats
43-for persons from an alternate profession described in subparagraph (B)
44-of subdivision (1) of subsection (a) of this section. If such seats are not
45-filled by such persons from an alternate profession, such seats shall be
46-made available for all persons from an alternate profession described
47-in subsection (a) of this section.
48-(c) Notwithstanding the provisions of subsection (d) of section 10-
49-145b, on and after July 1, 2019, the State Board of Education, upon
50-receipt of a proper application, shall issue an initial educator
51-certificate, which shall be valid for three years, to any person who (1)
52-successfully completed an alternate route to certification program
53-developed or approved under this section, and (2) meets the
54-requirements established in subsection (b) of section 10-145f.
55-(d) The department shall include on its Internet web site a
56-description of, and the requirements for, each alternate route to
57-certification program for persons from an alternate profession
58-developed or approved by the department.

46+(b) (1) The Department of Education, in consultation with the Office 16
47+of Higher Education, shall develop or review and approve proposals 17

49+alternate profession. Any alternate route to certification program 19
50+developed or approved under this section shall [(1)] (A) include 20
