1120 Be it enacted by the Senate and House of Representatives in General

14-Section 1. Subsection (a) of section 10-16b of the general statutes is
15-repealed and the following is substituted in lieu thereof (Effective July
16-1, 2019):
17-(a) In the public schools the program of instruction offered shall
18-include at least the following subject matter, as taught by legally
19-qualified teachers, the arts; career education; consumer education;
20-health and safety, including, but not limited to, human growth and
21-development, nutrition, first aid, including cardiopulmonary
22-resuscitation training in accordance with the provisions of section 10-
23-16qq, disease prevention and cancer awareness, including, but not
24-limited to, age and developmentally appropriate instruction in
25-performing self-examinations for the purposes of screening for breast
26-cancer and testicular cancer, community and consumer health,
27-physical, mental and emotional health, including youth suicide
28-prevention, substance abuse prevention, including instruction relating
29-to opioid use and related disorders, safety, which shall include the safe
30-use of social media, as defined in section 9-601, and may include the
31-dangers of gang membership, and accident prevention; language arts, Substitute Senate Bill No. 957

38-social studies, including, but not limited to, citizenship, economics,
39-geography, government, history and Holocaust and genocide
40-education and awareness in accordance with the provisions of section
41-10-18f; computer science, including, but not limited to, computer
42-programming instruction; and in addition, on at least the secondary
43-level, one or more world languages and vocational education. For
44-purposes of this subsection, world languages shall include American
45-Sign Language, provided such subject matter is taught by a qualified
46-instructor under the supervision of a teacher who holds a certificate
47-issued by the State Board of Education. For purposes of this
48-subsection, the "arts" means any form of visual or performing arts,
49-which may include, but not be limited to, dance, music, art and theatre.
50-Sec. 2. Subsection (d) of section 10-145a of the general statutes is
51-repealed and the following is substituted in lieu thereof (Effective July
52-1, 2020):
53-(d) On and after July 1, [1998] 2020, any [candidate in a] program of
54-teacher preparation leading to professional certification shall [complete
55-a] include, as part of the curriculum, instruction in computer science,
56-and [other] instruction in information technology skills [component of
57-such program,] as applied to student learning and classroom
58-instruction [, communications and data management] that are grade-
59-level and subject area appropriate.
60-Sec. 3. Section 10-155d of the general statutes is repealed and the
61-following is substituted in lieu thereof (Effective July 1, 2019):
62-(a) The Office of Higher Education shall encourage and support
63-experimentation and research in the preparation of teachers for public

45+use of social media, as defined in section 9-601, and may include the 17

71+Sec. 3. Section 10-155d of the general statutes is repealed and the 43
72+following is substituted in lieu thereof (Effective July 1, 2019): 44
73+(a) The Office of Higher Education shall encourage and support 45
74+experimentation and research in the preparation of teachers for public 46
75+elementary and secondary schools. To help fulfill the purposes of this 47
76+section, the Office of Higher Education shall appoint an advisory 48 Substitute Bill No. 957

68-section, the Office of Higher Education shall appoint an advisory
69-council composed of qualified professionals which shall render
70-assistance and advice to the office. In carrying out its activities
71-pursuant to this section, the office shall consult with the State Board of
72-Education and such other agencies as it deems appropriate to assure
73-coordination of all activities of the state relating to the preparation of
74-teachers for public elementary and secondary schools.
75-(b) The Office of Higher Education, with the approval of the
76-Commissioner of Education, shall expand, within available
77-appropriations, participation in its summer alternate route to
78-certification program and its weekend and evening alternate route to
79-certification program. The office shall expand the weekend and
80-evening program for participants seeking certification in a subject
81-shortage area pursuant to section 10-8b. The office, in collaboration
82-with the Department of Education, shall develop (1) a regional
83-alternate route to certification program targeted to the subject shortage
84-areas, [and] (2) an alternate route to certification program for former
85-teachers whose certificates have expired and who are interested in
86-resuming their teaching careers, and (3) an alternate route to
87-certification program targeted for computer science teachers.
88-(c) The Office of Higher Education, in consultation with the
89-Department of Education, shall develop alternate route to certification
90-programs for (1) school administrators and superintendents, [and] (2)
91-early childhood education teachers, and (3) computer science teachers.
92-The programs shall include mentored apprenticeships and criteria for
93-admission to the programs.
94-Sec. 4. Subsection (e) of section 10-145d of the general statutes is
95-repealed and the following is substituted in lieu thereof (Effective July
96-1, 2019):

101-shall adopt regulations, in accordance with chapter 54, to provide
102-standards for the certification of computer science teachers. Such
103-regulations shall create a computer science endorsement and make
104-provision for certification requirements to be met by either (1)
105-completion of prescribed courses of study, or (2) such other experience
106-as the state board shall deem appropriate.
107-Sec. 5. (Effective from passage) Not later than January 1, 2020, the State
108-Board of Education shall approve and adopt a subject area assessment
109-for computer science for purposes of certification pursuant to chapter
110-166 of the general statutes.
111-Sec. 6. Section 10-145l of the general statutes is repealed and the
112-following is substituted in lieu thereof (Effective July 1, 2019):
113-(a) On and after July 1, 2010, the State Board of Education shall
114-allow an applicant for certification to teach in a subject shortage area
115-pursuant to section 10-8b or a certified employee seeking to teach in
116-such a subject shortage area to substitute achievement of [an excellent]
117-a satisfactory score, as determined by the State Board of Education, on
118-any appropriate State Board of Education approved subject area
119-assessment for the subject area requirements for certification pursuant
120-to section 10-145f.
121-(b) On and after July 1, 2020, the State Board of Education shall
122-allow an applicant for certification to teach computer science, or a
123-certified employee seeking to teach computer science, to substitute
124-achievement of a satisfactory score, as determined by the State Board
125-of Education, on the appropriate State Board of Education approved
126-subject area assessment for the subject area requirements for
127-certification pursuant to section 10-145f.
128-Sec. 7. (NEW) (Effective July 1, 2019) Not later than July 1, 2020, the
129-Department of Economic and Community Development may, within Substitute Senate Bill No. 957
83+council composed of qualified professionals which shall render 49

108+Sec. 4. (NEW) (Effective July 1, 2019) (a) The State Board of 74
109+Education, upon the request of a local or regional board of education 75
110+or a regional educational service center, may issue an adjunct 76
111+computer science instructor permit to any applicant with specialized 77
112+training, experience or expertise in computer science. Such permit shall 78
113+authorize a person to hold a part-time position as a teacher of 79
114+computer science. Such applicant shall (1) hold a bachelor's degree 80
115+from an institution of higher education accredited by the Board of 81 Substitute Bill No. 957

133-available appropriations, develop a model internship program for use
134-by companies and businesses in the state. The model internship
135-program shall assist such companies and businesses in providing
136-students attending public and independent institutions of higher
137-education in the state with internship opportunities in the fields of
138-technology and advanced manufacturing. The department may make
139-such model internship program available on its Internet web site.
140-Sec. 8. Section 31-11ff of the general statutes is repealed and the
141-following is substituted in lieu thereof (Effective July 1, 2019):
142-(a) For purposes of this section:
143-(1) "Early college high school" means a school in which persons who
144-are underrepresented in higher education, including, but not limited
145-to, low-income youth, first-generation college students, English
146-language learners and minority students, may simultaneously earn,
147-tuition free, a high school diploma and an associate degree or up to
148-two years of credit toward a bachelor's degree;
149-(2) "Middle college program" means a collaboration between a
150-school district's high schools and a regional-community technical
151-college or a four-year college or university where a student may (A)
152-take core high school courses or courses for which college or
153-university-level credit may be given, and (B) attribute all such credits
154-earned toward a program of higher learning at an institution of higher
155-education in which such student enrolls upon graduation from the
156-middle college program; and
157-(3) "Connecticut Early College Opportunity program" or "CT-ECO"
158-means a collaboration between a school district's high schools, a local
159-community college and a company or business entity where a student
160-may earn an industry-recognized, two-year postsecondary degree in

122+Regents for Higher Education or Office of Higher Education or 82
123+regionally accredited, (2) have a minimum of three years of work 83
124+experience in computer science, or one year of work experience and 84
125+two years of specialized schooling related to computer science, and (3) 85
126+achieve a satisfactory evaluation on the appropriate State Board of 86
127+Education approved subject area assessment. 87
128+(b) During the period of employment as a computer science 88
129+instructor, any person holding an adjunct computer science instructor 89
130+permit shall be under the supervision of the superintendent of schools 90
131+or of a principal, administrator or supervisor designated by such 91
132+superintendent who shall regularly observe, guide and evaluate the 92
133+performance of assigned duties by such holder of an adjunct computer 93
134+science instructor permit. 94
135+(c) Each adjunct computer science instructor permit shall be valid 95
136+for three years and may be renewed by the Commissioner of 96
137+Education for good cause upon the request of the superintendent of 97
138+schools for the district employing such person or the regional 98
139+educational service center employing such person. 99
140+(d) Any board of education or regional educational service center 100
141+employing a person who holds an adjunct computer science instructor 101
142+permit issued under this section shall provide a program to assist each 102
143+such person. Such program, developed in consultation with the 103
144+Department of Education, shall include academic and classroom 104
145+support service components. 105
146+(e) No person holding an adjunct computer science instructor 106
147+permit shall fill a position that will result in the displacement of any 107
148+person holding a teaching certificate under section 10-145b of the 108
149+general statutes who is already employed at such school. 109
150+(f) Any person holding an adjunct computer science instructor 110
151+permit pursuant to this section shall not be deemed to be eligible for 111
152+membership in the teachers' retirement system solely by reason of such 112 Substitute Bill No. 957

165-(b) The Connecticut Employment and Training Commission shall
166-develop, in collaboration with the Connecticut state colleges and
167-universities, Department of Education, and regional work force
168-development boards established pursuant to section 31-3j, a state-wide
169-plan for implementing, expanding or improving upon career certificate
170-programs established under section 10-20a, middle college programs,
171-early college high school programs and Connecticut Early College
172-Opportunity programs to provide education, training and placement
173-in jobs available in the manufacturing, health care, construction, green,
174-science, technology, computer science, engineering and mathematics
175-industries and other emerging sectors of the state's economy. Such
176-plan shall include a proposal to fund such programs.
177-Sec. 9. (NEW) (Effective from passage) The Department of Economic
178-and Community Development , in consultation with the Labor
179-Department and Office of Higher Education, may, within available
180-appropriations:
181-(1) Identify (A) anticipated areas of job growth in the state over the
182-next five and ten years, state-wide and by region, (B) existing or
183-projected needs for certificate programs, degree programs and short-
184-term and long-term noncredit training programs to support areas of
185-job growth, (C) the certificate programs, degree programs and
186-noncredit training programs in the state that are most in demand by
187-employers and students, the percentage of graduates of such programs
188-who are employed in the state two years after graduation and the
189-fields and industries in which such graduates are employed, and (D)
190-the capacity for growth in high-demand academic programs offered by
191-institutions of higher education in the state;
192-(2) Coordinate with state agencies and quasi-public agencies to
193-prioritize and align state resources to meet the existing and future
194-talent needs of the state, identified pursuant to subdivision (1) of this

199-(3) Coordinate with municipal leaders to (A) share the results of the
200-analysis performed under subdivision (1) of this section with
201-employers, public and independent institutions of higher education in
202-the state and other stakeholders, and (B) develop a program to award
203-grants to support evidence-based solutions to cultivate, attract, hire
204-and retain workers in high-demand fields and industries. Such
205-program may include, but not be limited to, internship programs,
206-education programs, incentives to attract mid-career workers and
207-fellowship programs to attract and retain recent graduates.
208-Sec. 10. (NEW) (Effective July 1, 2019) There is established an account
209-to be known as the "computer science education account", which shall
210-be a separate, nonlapsing account within the General Fund. The
211-account shall contain any moneys required or permitted by law to be
212-deposited in the account and any funds received from any public or
213-private contributions, gifts, grants, donations, bequests or devises to
214-the account. The Department of Education may make expenditures
215-from the account to support curriculum development, teacher
216-professional development, capacity development for school districts,
217-and other programs for the purposes of supporting computer science
218-education.
219-Sec. 11. Subsection (j) of section 10-221a of the general statutes is
220-repealed and the following is substituted in lieu thereof (Effective July
221-1, 2019):
222-(j) For the school year commencing July 1, 2012, and each school
223-year thereafter, each local and regional board of education shall create
224-a student success plan for each student enrolled in a public school,
225-beginning in grade six. Such student success plan shall include a
226-student's career and academic choices in grades six to twelve,
227-inclusive. On and after July 1, 2020, in creating such student success
228-plans, consideration shall be given to career and academic choices in
229-computer science, science, technology, engineering and mathematics. Substitute Senate Bill No. 957
159+permit, provided any such person who holds a regular teacher's 113
160+certificate issued by the State Board of Education shall not be excluded 114
161+from membership in said system. 115
162+Sec. 5. Subsection (e) of section 10-145d of the general statutes is 116
163+repealed and the following is substituted in lieu thereof (Effective July 117
164+1, 2019): 118
