AN ACT ESTABLISHING A TASK FORCE TO STUD Y THE IMPACT OF 
CLIMATE CHANGE ON TH IS STATE AND INSURANCE IN THIS 
STATE.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study the current and anticipated future impact of climate change 2 
on this state. Such study shall include, but need not be limited to, the 3 
current and anticipated future impact of climate change on this state, 4 
the residents of this state, municipalities in this state, the insurance 5 
industry in this state and the cost and availability of insurance in this 6 
state. 7 
(b) The task force shall consist of the following members: 8 
(1) Two appointed by the speaker of the House of Representatives, 9 
one of whom has expertise in insurance and one of whom has 10 
expertise in environmental science;  11 
(2) Two appointed by the president pro tempore of the Senate; 12  Raised Bill No. 979

(3) One appointed by the majority leader of the House of 13 
Representatives; 14 
(4) One appointed by the majority leader of the Senate; 15 
(5) One appointed by the minority leader of the House of 16 
Representatives; 17 
(6) One appointed by the minority leader of the Senate; 18 
(7) The Insurance Commissioner, or the commissioner's designee; 19 
(8) The Commissioner of Energy and Environmental Protection, or 20 
the commissioner's designee; and 21 
(9) Two persons appointed by the Governor. 22 
(c) Any member of the task force appointed under subdivision (1), 23 
(2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 24 
of the General Assembly. 25 
(d) All appointments to the task force shall be made not later than 26 
thirty days after the effective date of this section. Any vacancy shall be 27 
filled by the appointing authority. 28 
(e) The speaker of the House of Representatives and the president 29 
pro tempore of the Senate shall select the chairpersons of the task force 30 
from among the members of the task force. Such chairpersons shall 31 
schedule the first meeting of the task force, which shall be held not 32 
later than sixty days after the effective date of this section. 33 
(f) The administrative staff of the joint standing committee of the 34 
General Assembly having cognizance of matters relating to insurance 35 
shall serve as administrative staff of the task force. 36 
(g) Not later than January 1, 2020, the task force shall submit a 37 
report on its findings and recommendations to the joint standing 38 
committee of the General Assembly having cognizance of matters 39  Raised Bill No. 979

relating to insurance, in accordance with the provisions of section 11-40 
4a of the general statutes. The task force shall terminate on the date 41 
that it submits such report or January 1, 2020, whichever is later. 42 
This act shall take effect as follows and shall amend the following 
sections:
