2119 AN ACT ESTABLISHING A TASK FORCE TO STUDY THE IMPACT OF
2220 CLIMATE CHANGE ON TH IS STATE AND INSURANCE IN THIS

2422 Be it enacted by the Senate and House of Representatives in General
2523 Assembly convened:

2725 Section 1. (Effective from passage) (a) There is established a task force 1
2826 to study the current and anticipated future impact of climate change 2
2927 on this state. Such study shall include, but need not be limited to, the 3
3028 current and anticipated future impact of climate change on this state, 4
3129 the residents of this state, municipalities in this state, the insurance 5
3230 industry in this state and the cost and availability of insurance in this 6
3331 state. 7
3432 (b) The task force shall consist of the following members: 8
3533 (1) Two appointed by the speaker of the House of Representatives, 9
3634 one of whom has expertise in insurance and one of whom has 10
3735 expertise in environmental science; 11
3836 (2) Two appointed by the president pro tempore of the Senate; 12 Raised Bill No. 979

4542 (3) One appointed by the majority leader of the House of 13

5148 (7) The Insurance Commissioner, or the commissioner's designee; 19
5249 (8) The Commissioner of Energy and Environmental Protection, or 20

5451 (9) Two persons appointed by the Governor. 22
5552 (c) Any member of the task force appointed under subdivision (1), 23
5653 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 24
5754 of the General Assembly. 25
5855 (d) All appointments to the task force shall be made not later than 26
5956 thirty days after the effective date of this section. Any vacancy shall be 27
6057 filled by the appointing authority. 28
6158 (e) The speaker of the House of Representatives and the president 29
6259 pro tempore of the Senate shall select the chairpersons of the task force 30
6360 from among the members of the task force. Such chairpersons shall 31
6461 schedule the first meeting of the task force, which shall be held not 32
6562 later than sixty days after the effective date of this section. 33
6663 (f) The administrative staff of the joint standing committee of the 34
6764 General Assembly having cognizance of matters relating to insurance 35
6865 shall serve as administrative staff of the task force. 36
6966 (g) Not later than January 1, 2020, the task force shall submit a 37
7067 report on its findings and recommendations to the joint standing 38
