2020 AN ACT CONCERNING RA NKED-CHOICE VOTING FOR ELECTIONS .
2121 Be it enacted by the Senate and House of Representatives in General
2222 Assembly convened:

2424 Section 1. (Effective July 1, 2019) (a) There is established a working 1
2525 group to examine the feasibility of implementing ranked-choice voting 2
2626 at elections held in this state. 3
2727 (b) The working group shall consist of the following members: 4
2828 (1) The Secretary of the State, or the Secretary's designee; 5
2929 (2) Two appointed by the chairpersons of the joint standing 6
3030 committee of the General Assembly having cognizance of matters 7
3131 relating to elections, in consultation with the ranking members of such 8
3232 committee, each of whom shall be enrolled in a different political party 9
3333 from the other; 10
3434 (3) Two appointed by the president of the Registrars of Voters 11
3535 Association of Connecticut, each of whom shall be enrolled in a 12

4242 (4) Two appointed by the president of the Connecticut Town Clerks 14
4343 Association, each of whom shall be enrolled in a different political 15
4444 party from the other; 16
4545 (5) One appointed by the speaker of the House of Representatives; 17
4646 (6) One appointed by the president pro tempore of the Senate; 18
4747 (7) One appointed by the minority leader of the House of 19
4848 Representatives; 20
4949 (8) One appointed by the minority leader of the Senate; 21
5050 (9) One appointed by the Governor; and 22
5151 (10) Two appointed by the Secretary of the State, one of whom shall 23
5252 be admitted to the practice of law in this state and have expertise in the 24
5353 election laws of this state, and the other of whom shall be an 25
5454 information technology professional and have expertise in election 26
5555 administration in this state. 27
5656 (c) All appointments to the working group shall be made not later 28
5757 than thirty days after the effective date of this section. Any vacancy 29
5858 shall be filled by the appointing authority. 30
5959 (d) The chairpersons of the joint standing committee of the General 31
6060 Assembly having cognizance of matters relating to elections, in 32
6161 consultation with the ranking members of such committee, shall select 33
6262 the chairperson of the working group from among the members of the 34
6363 working group. 35
6464 (e) Not later than January 16, 2020, the working group shall submit 36
6565 a report on its recommendations for the implementation of ranked-37
6666 choice voting to the joint standing committee of the General Assembly 38
6767 having cognizance of matters relating to elections, in accordance with 39
6868 the provisions of section 11-4a of the general statutes, to the Governor 40
6969 and to the Secretary of the State. The working group shall terminate on 41
