24 | 24 | | Section 1. (Effective July 1, 2019) (a) There is established a working 1 |
---|
25 | 25 | | group to examine the feasibility of implementing ranked-choice voting 2 |
---|
26 | 26 | | at elections held in this state. 3 |
---|
27 | 27 | | (b) The working group shall consist of the following members: 4 |
---|
28 | 28 | | (1) The Secretary of the State, or the Secretary's designee; 5 |
---|
29 | 29 | | (2) Two appointed by the chairpersons of the joint standing 6 |
---|
30 | 30 | | committee of the General Assembly having cognizance of matters 7 |
---|
31 | 31 | | relating to elections, in consultation with the ranking members of such 8 |
---|
32 | 32 | | committee, each of whom shall be enrolled in a different political party 9 |
---|
33 | 33 | | from the other; 10 |
---|
34 | 34 | | (3) Two appointed by the president of the Registrars of Voters 11 |
---|
35 | 35 | | Association of Connecticut, each of whom shall be enrolled in a 12 |
---|

46 | 46 | | (6) One appointed by the president pro tempore of the Senate; 18 |

49 | 49 | | (8) One appointed by the minority leader of the Senate; 21 |

50 | 50 | | (9) One appointed by the Governor; and 22 |

51 | 51 | | (10) Two appointed by the Secretary of the State, one of whom shall 23 |
---|
52 | 52 | | be admitted to the practice of law in this state and have expertise in the 24 |
---|
53 | 53 | | election laws of this state, and the other of whom shall be an 25 |
---|
54 | 54 | | information technology professional and have expertise in election 26 |
---|
55 | 55 | | administration in this state. 27 |

56 | 56 | | (c) All appointments to the working group shall be made not later 28 |
---|
57 | 57 | | than thirty days after the effective date of this section. Any vacancy 29 |
---|
58 | 58 | | shall be filled by the appointing authority. 30 |
---|
59 | 59 | | (d) The chairpersons of the joint standing committee of the General 31 |
---|
60 | 60 | | Assembly having cognizance of matters relating to elections, in 32 |
---|
61 | 61 | | consultation with the ranking members of such committee, shall select 33 |
---|
62 | 62 | | the chairperson of the working group from among the members of the 34 |
---|
63 | 63 | | working group. 35 |
---|
64 | 64 | | (e) Not later than January 16, 2020, the working group shall submit 36 |
---|
65 | 65 | | a report on its recommendations for the implementation of ranked-37 |
---|
66 | 66 | | choice voting to the joint standing committee of the General Assembly 38 |
---|
67 | 67 | | having cognizance of matters relating to elections, in accordance with 39 |
---|
68 | 68 | | the provisions of section 11-4a of the general statutes, to the Governor 40 |
---|
69 | 69 | | and to the Secretary of the State. The working group shall terminate on 41 |
