AN ACT CONCERNING RA NKED-CHOICE VOTING FOR ELECTIONS . 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective July 1, 2019) (a) There is established a working 1 
group to examine the feasibility of implementing ranked-choice voting 2 
at elections held in this state. 3 
(b) The working group shall consist of the following members: 4 
(1) The Secretary of the State, or the Secretary's designee; 5 
(2) Two appointed by the chairpersons of the joint standing 6 
committee of the General Assembly having cognizance of matters 7 
relating to elections, in consultation with the ranking members of such 8 
committee, each of whom shall be enrolled in a different political party 9 
from the other; 10 
(3) Two appointed by the president of the Registrars of Voters 11 
Association of Connecticut, each of whom shall be enrolled in a 12 
different political party from the other; 13  Raised Bill No.  1050

(4) Two appointed by the president of the Connecticut Town Clerks 14 
Association, each of whom shall be enrolled in a different political 15 
party from the other; 16 
(5) One appointed by the speaker of the House of Representatives;  17 
(6) One appointed by the president pro tempore of the Senate; 18 
(7) One appointed by the minority leader of the House of 19 
Representatives; 20 
(8) One appointed by the minority leader of the Senate; 21 
(9) One appointed by the Governor; and 22 
(10) Two appointed by the Secretary of the State, one of whom shall 23 
be admitted to the practice of law in this state and have expertise in the 24 
election laws of this state, and the other of whom shall be an 25 
information technology professional and have expertise in election 26 
administration in this state. 27 
(c) All appointments to the working group shall be made not later 28 
than thirty days after the effective date of this section. Any vacancy 29 
shall be filled by the appointing authority.  30 
(d) The chairpersons of the joint standing committee of the General 31 
Assembly having cognizance of matters relating to elections, in 32 
consultation with the ranking members of such committee, shall select 33 
the chairperson of the working group from among the members of the 34 
working group. 35 
(e) Not later than January 16, 2020, the working group shall submit 36 
a report on its recommendations for the implementation of ranked-37 
choice voting to the joint standing committee of the General Assembly 38 
having cognizance of matters relating to elections, in accordance with 39 
the provisions of section 11-4a of the general statutes, to the Governor 40 
and to the Secretary of the State. The working group shall terminate on 41 
the date that it submits such report. 42  Raised Bill No.  1050

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2019 New section

elections.
