AN ACT CONCERNING THE R EGULATION OF STORMWA TER.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) Not later than February 1, 2020, in 1 
accordance with the provisions of section 11-4a of the general statutes, 2 
the Commissioner of Energy and Environmental Protection shall 3 
submit recommendations to the joint standing committee of the 4 
General Assembly having cognizance of matters relating to the 5 
environment concerning: (1) Any revisions to the state's requirements 6 
for municipalities pursuant to the municipal separate storm sewer 7 
system general permit, (2) methods for reducing any fiscal burdens for 8 
municipalities that are associated with complying with such 9 
stormwater general permit requirements, (3) best practices for the 10 
effective management of stormwater by municipalities, regardless of 11 
whether such practices are required pursuant to such stormwater 12 
general permit, and (4) the establishment or utilization of funding 13 
sources for municipalities to both employ such best practices and to 14 
meet the requirements of the stormwater general permit. 15  Raised Bill No. 1060

This act shall take effect as follows and shall amend the following 
sections:
