AN ACT CONCERNING TH E CONVEYANCE OF A PARCEL OF STATE
LAND IN THE TOWN OF EAST WINDSOR AND ANY IMPROVEMENTS
ON SAID PARCEL.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (Effective from passage) (a) Notwithstanding any provision 1
of the general statutes, the Commissioner of Children and Families 2
shall convey to the town of East Windsor a parcel of land located in the 3
town of East Windsor and any improvements on said parcel at a cost 4
equal to the administrative costs of making such conveyance. Said 5
parcel of land has an area of approximately 24.45 acres, is located at 36 6
Gardner Street and is identified as "Lot 34 in Block 4" on town of East 7
Windsor Tax Assessor's Map 111. The conveyance shall be subject to 8
the approval of the State Properties Review Board. 9
(b) The town of East Windsor shall use said parcel of land and 10
improvements for the purpose of creating a municipal services 11
complex. If the town of East Windsor: 12
(1) Does not use said parcel and improvements for said purpose; 13 Raised Bill No. 1124

(2) Does not retain ownership of all of said parcel and 14
improvements; or 15
(3) Leases all or any portion of said parcel and improvements, 16
the parcel and improvements shall revert to the state of Connecticut. 17
(c) The State Properties Review Board shall complete its review of 18
the conveyance of said parcel of land and improvements not later than 19
thirty days after it receives a proposed agreement from the 20
Department of Children and Families. The land and improvements 21
shall remain under the care and control of said department until a 22
conveyance is made in accordance with the provisions of this section. 23
The State Treasurer shall execute and deliver any deed or instrument 24
necessary for a conveyance under this section, which deed or 25
instrument shall include provisions to carry out the purposes of 26
subsection (b) of this section. The Commissioner of Children and 27
Families shall have the sole responsibility for all other incidents of 28
such conveyance. 29
This act shall take effect as follows and shall amend the following
sections:
