1220 AN ACT RESTRUCTURING THE STATE BOND COMMISSION AND
1321 ESTABLISHING A DEDICATED BONDING SECTION WITHIN THE
1422 LEGISLATIVE OFFICE OF FISCAL ANALYSIS.
1523 Be it enacted by the Senate and House of Representatives in General
1624 Assembly convened:

1826 Section 1. Subsection (c) of section 3-20 of the general statutes is 1
1927 repealed and the following is substituted in lieu thereof (Effective 2
2028 January 1, 2020): 3
2129 (c) (1) There is established the State Bond Commission, which shall 4

2331 General, the Secretary of the Office of Policy and Management and the 6
2432 Commissioner of Administrative Services, each of whom may 7
2533 designate a deputy to represent him as a member at meetings of the 8
2634 State Bond Commission with full powers to act and vote in his behalf, 9
2735 and the cochairpersons and the ranking minority members of the joint 10
2836 standing committee of the General Assembly having cognizance of 11
2937 matters relating to state finance, revenue and bonding, each of whom 12
3038 may designate another member of said joint standing committee, who 13

3448 commission shall consist of the following members: (A) The president 17
3549 pro tempore of the Senate; (B) the speaker of the House of 18
3650 Representatives; (C) the majority leader of the Senate; (D) the minority 19

4452 Representatives; (F) the minority leader of the House of 21
4553 Representatives; and (G) the cochairpersons and the ranking minority 22
4654 members of the joint standing committee of the General Assembly 23
4755 having cognizance of matters relating to finance, revenue and bonding. 24
4856 Each member under subparagraph (G) of this subdivision may 25
4957 designate another member of said joint standing committee, who is not 26
5058 a member of the State Bond Commission, to represent such member at 27
5159 meetings of said commission with full powers to act and vote on such 28
5260 member's behalf. The members of said commission shall serve without 29
5361 compensation. 30
5462 (2) The president pro tempore of the Senate and speaker of the 31
5563 House of Representatives shall serve as cochairpersons and shall 32
5664 designate a member of said commission to serve as secretary of said 33
5765 commission. Said president and speaker shall jointly prepare the 34
5866 agenda for each meeting of said commission. 35
5967 (3) On and after January 1, 2020, (A) any requests for projects or 36
6068 bonding allocations to be included on a State Bond Commission 37
6169 agenda on behalf of the Executive Department shall be submitted to 38
6270 said commission by the Secretary of the Office of Policy and 39
6371 Management in a form and manner prescribed by said commission, 40
6472 and (B) any requests for projects or bonding allocations to be included 41
6573 on a State Bond Commission agenda on behalf of the Judicial 42
6674 Department shall be submitted to said commission by the Chief Court 43
6775 Administrator in a form and manner prescribed by said commission. 44
6876 Sec. 2. (NEW) (Effective from passage) (a) Prior to January 1, 2020, the 45

6983 Office of Policy and Management shall transfer to the legislative Office 46
7084 of Fiscal Analysis all staff members in its Budget and Financial 47
7185 Management division who have responsibility for evaluating or 48
7286 coordinating projects to be presented to the State Bond Commission 49
7387 for consideration. Any transferred staff member shall maintain the 50
7488 same level of compensation such staff member was earning at the time 51
7589 of such transfer. The Office of Policy and Management shall coordinate 52

8391 any transfers of funds needed for the purposes of this section. 54
8492 (b) Prior to January 1, 2020, the director of the legislative Office of 55
8593 Fiscal Analysis shall establish a separate bonding section within said 56
8694 office. All staff members transferred pursuant to subsection (a) of this 57
8795 section shall be assigned to the bonding section, in addition to any staff 58
8896 from said office assigned by the director. The bonding section shall be 59
8997 responsible for assisting in the preparation of the State Bond 60
9098 Commission agendas, researching and evaluating projects for 61
9199 inclusion on such agendas and other duties related to bond acts or the 62
92100 authorization of state bonds as assigned by the State Bond 63
93101 Commission or the director of the legislative Office of Fiscal Analysis. 64
94102 Sec. 3. (Effective from passage) The State Bond Commission shall make 65
95103 any changes necessary to its procedures and bylaws to effectuate the 66
96-provisions of subsection (c) of section 3-20 of the general statutes, as 67
97-amended by this act, and section 2 of this act. 68
