AN ACT RESTRUCTURING THE STATE BOND COMMI SSION AND 
ESTABLISHING A DEDICATED BONDING SECTION WITH IN THE 
LEGISLATIVE OFFICE OF FISCAL ANALYSIS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (c) of section 3-20 of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective 2 
January 1, 2020): 3 
(c) (1) There is established the State Bond Commission, which shall 4 
[consist of the Governor, the Treasurer, the Comptroller, the Attorney 5 
General, the Secretary of the Office of Policy and Management and the 6 
Commissioner of Administrative Services, each of whom may 7 
designate a deputy to represent him as a member at meetings of the 8 
State Bond Commission with full powers to act and vote in his behalf, 9 
and the cochairpersons and the ranking minority members of the joint 10 
standing committee of the General Assembly having cognizance of 11 
matters relating to state finance, revenue and bonding, each of whom 12 
may designate another member of said joint standing committee, who 13 
is not a member of the State Bond Commission, to represent him as a 14 
member at meetings of the State Bond Commission with full powers to 15 
act and vote in his behalf.] be within the Legislative Department. The 16 
commission shall consist of the following members: (A) The president 17 
pro tempore of the Senate; (B) the speaker of the House of 18 
Representatives; (C) the majority leader of the Senate; (D) the minority 19 
leader of the Senate; (E) the majority leader of the House of 20  Substitute Bill No. 1134

Representatives; (F) the minority leader of the House of 21 
Representatives; and (G) the cochairpersons and the ranking minority 22 
members of the joint standing committee of the General Assembly 23 
having cognizance of matters relating to finance, revenue and bonding. 24 
Each member under subparagraph (G) of this subdivision may 25 
designate another member of said joint standing committee, who is not 26 
a member of the State Bond Commission, to represent such member at 27 
meetings of said commission with full powers to act and vote on such 28 
member's behalf. The members of said commission shall serve without 29 
compensation. 30 
(2) The president pro tempore of the Senate and speaker of the 31 
House of Representatives shall serve as cochairpersons and shall 32 
designate a member of said commission to serve as secretary of said 33 
commission. Said president and speaker shall jointly prepare the 34 
agenda for each meeting of said commission. 35 
(3) On and after January 1, 2020, (A) any requests for projects or 36 
bonding allocations to be included on a State Bond Commission 37 
agenda on behalf of the Executive Department shall be submitted to 38 
said commission by the Secretary of the Office of Policy and 39 
Management in a form and manner prescribed by said commission, 40 
and (B) any requests for projects or bonding allocations to be included 41 
on a State Bond Commission agenda on behalf of the Judicial 42 
Department shall be submitted to said commission by the Chief Court 43 
Administrator in a form and manner prescribed by said commission. 44 
Sec. 2. (NEW) (Effective from passage) (a) Prior to January 1, 2020, the 45 
Office of Policy and Management shall transfer to the legislative Office 46 
of Fiscal Analysis all staff members in its Budget and Financial 47 
Management division who have responsibility for evaluating or 48 
coordinating projects to be presented to the State Bond Commission 49 
for consideration. Any transferred staff member shall maintain the 50 
same level of compensation such staff member was earning at the time 51 
of such transfer. The Office of Policy and Management shall coordinate 52 
with the Joint Committee on Legislative Management to accomplish 53  Substitute Bill No. 1134

any transfers of funds needed for the purposes of this section.  54 
(b) Prior to January 1, 2020, the director of the legislative Office of 55 
Fiscal Analysis shall establish a separate bonding section within said 56 
office. All staff members transferred pursuant to subsection (a) of this 57 
section shall be assigned to the bonding section, in addition to any staff 58 
from said office assigned by the director. The bonding section shall be 59 
responsible for assisting in the preparation of the State Bond 60 
Commission agendas, researching and evaluating projects for 61 
inclusion on such agendas and other duties related to bond acts or the 62 
authorization of state bonds as assigned by the State Bond 63 
Commission or the director of the legislative Office of Fiscal Analysis. 64 
Sec. 3. (Effective from passage) The State Bond Commission shall make 65 
any changes necessary to its procedures and bylaws to effectuate the 66 
provisions of subsection (c) of section 3-20 of the general statutes, as 67 
amended by this act, and section 2 of this act. 68 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Legislative Commissioners:   
In Section 3, a reference to section 1 of this act was changed to a 
reference to subsection (c) of section 3-20 of the general statutes for 
consistency with standard drafting conventions.
