27+A PARCEL OF STATE LAND IN THE TOWN OF NEWINGTON.
1228 Be it enacted by the Senate and House of Representatives in General
1329 Assembly convened:

15-Section 1. (Effective from passage) (a) Notwithstanding any provision
16-of the general statutes, the Commissioner of Administrative Services
17-shall convey to the town of Newington a conservation and public
18-recreation easement over a portion of a parcel of land located in the
19-town of Newington at a cost equal to the administrative costs of
20-making such conveyance. Said parcel of land has an area of
21-approximately 18.2 acres and is identified as a portion of Lot 000 in
22-Block 010 on town of Newington Tax Assessor's Map 12, said portion
23-being the same parcel identified as the Preservation Parcel on a map
24-entitled "Potential Land Transfer Former Cedarcrest Hospital,
25-Newington and Wethersfield, dated 10/3/2013" on file with the
26-Department of Administrative Services. The conveyance of said
27-easement shall be subject to the approval of the State Properties
28-Review Board.
29-(b) The town of Newington shall only use said easement for open
30-space and passive recreational use. Fee simple ownership in said
31-parcel shall be retained by the state with all rights and privileges, Senate Bill No. 1208

36-and density purposes as the state deems necessary.
37-(c) The State Properties Review Board shall complete its review of
38-the conveyance of said conservation and public recreation easement
39-not later than thirty days after it receives a proposed easement deed
40-from the Department of Administrative Services. The land shall remain
41-under the care and control of said department. The State Treasurer
42-shall execute and deliver any deed or instrument necessary for a
43-conveyance of the easement under this section, which deed or
44-instrument shall include provisions to carry out the purposes of
45-subsection (b) of this section. The Commissioner of Administrative
46-Services shall have the sole responsibility for all other incidents of such
47-conveyance.
