Senate Bill No. 1208 July Special Session, Special Act No. 19-8 AN ACT CONCERNING TH E CONVEYANCE OF AN E ASEMENT OVER A PARCEL OF STA TE LAND IN THE TOWN OF NEWINGTON. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) Notwithstanding any provision of the general statutes, the Commissioner of Administrative Services shall convey to the town of Newington a conservation and public recreation easement over a portion of a parcel of land located in the town of Newington at a cost equal to the administrative costs of making such conveyance. Said parcel of land has an area of approximately 18.2 acres and is identified as a portion of Lot 000 in Block 010 on town of Newington Tax Assessor's Map 12, said portion being the same parcel identified as the Preservation Parcel on a map entitled "Potential Land Transfer Former Cedarcrest Hospital, Newington and Wethersfield, dated 10/3/2013" on file with the Department of Administrative Services. The conveyance of said easement shall be subject to the approval of the State Properties Review Board. (b) The town of Newington shall only use said easement for open space and passive recreational use. Fee simple ownership in said parcel shall be retained by the state with all rights and privileges, Senate Bill No. 1208 July Sp. Sess., Special Act No. 19-8 2 of 2 including use for any future zoning setback requirements, buffer areas and density purposes as the state deems necessary. (c) The State Properties Review Board shall complete its review of the conveyance of said conservation and public recreation easement not later than thirty days after it receives a proposed easement deed from the Department of Administrative Services. The land shall remain under the care and control of said department. The State Treasurer shall execute and deliver any deed or instrument necessary for a conveyance of the easement under this section, which deed or instrument shall include provisions to carry out the purposes of subsection (b) of this section. The Commissioner of Administrative Services shall have the sole responsibility for all other incidents of such conveyance. Approved July 23, 2019
