2020 AN ACT ELIMINATING CERTAIN INACTIVE ADVISORY GROUPS.
2121 Be it enacted by the Senate and House of Representatives in General
2222 Assembly convened:

2424 Section 1. Section 3-110f of the general statutes is repealed and the 1
2525 following is substituted in lieu thereof (Effective October 1, 2020): 2
2626 The Commissioner of Economic and Community Development [, 3
2727 with recommendations of the Culture and Tourism Advisory 4
2828 Committee,] shall designate, every three years, a state poet laureate. The 5
2929 commissioner may fill any vacancy by appointment for the unexpired 6
3030 portion of the term vacated. 7
3131 Sec. 2. Subsection (c) of section 4-9a of the general statutes is repealed 8
3232 and the following is substituted in lieu thereof (Effective October 1, 2020): 9
3333 (c) Notwithstanding any provision of law, the term of each member 10
3434 of each board and commission within the executive branch, except the 11
3535 State Board of Education, the Board of Regents for Higher Education, 12
3636 the Commission on Human Rights and Opportunities, the St ate 13
3737 Elections Enforcement Commission, the State Properties Review Board, 14

4444 Investigations, the Psychiatric Security Review Board, the Commission 16
4545 on Fire Prevention and Control, the E 9-1-1 Commission [, the Culture 17
4646 and Tourism Advisory Committee,] and the board of trustees of each 18
4747 constituent unit of the state system of higher education, commencing on 19
4848 or after July 1, 1979, shall be coterminous with the term of the Governor 20
4949 or until a successor is chosen, whichever is later. 21
5050 Sec. 3. Subsection (a) of section 4b-60 of the general statutes is 22
5151 repealed and the following is substituted in lieu thereof (Effective October 23
5252 1, 2020): 24
5353 (a) There shall be a State Commission on Capitol Preservation and 25
5454 Restoration to consist of twelve members to be appointed as follows: 26
5555 Two members shall be appointed by the Governor, two by the speaker 27
5656 of the House of Representatives, two by the president pro tempore of 28
5757 the Senate, one by the House minority leader, one by the Senate 29
5858 minority leader, two members of the Joint Committee on Legislative 30
5959 Management, one appointed by each of the chairmen of said committee, 31
6060 and one member of the [Culture and Tourism Advisory Committee] 32
6161 Historic Preservation Council appointed by its chairperson. The 33
6262 Commissioner of Administrative Services, or the commissioner's 34
6363 designee, shall be an ex-officio member of the commission and shall 35
6464 attend its meetings. Vacancies on the commission shall be filled by the 36
6565 original appointing authority for the unexpired portion of the term. The 37
6666 members shall serve without compensation for their services but shall 38
6767 be reimbursed for their actual and necessary expenses incurred in the 39
6868 performance of their duties. The commission shall meet at least 40
6969 quarterly, and more often on the call of the chairman or on the written 41
7070 request of a majority of the members. The commission may designate 42
7171 subcommittees to carry out its functions. Any member who fails to 43
7272 attend three consecutive meetings or fails to attend fifty per cent of all 44
7373 meetings held during any calendar year shall be deemed to have 45
7474 resigned. 46

131131 of the government at all levels, [(4)] (3) assist the State Board of 93
132132 Education in efforts to promote the teaching of history in schools and 94
133133 teacher preparation programs, [(5)] (4) respond to requests for advice 95
134134 from historical societies, [(6)] (5) respond to requests for information on 96
135135 the state's history, [(7)] (6) make public appearances and addresses on 97
136136 the state's history, [(8)] (7) prepare bibliographies and other research 98
137137 aids relating to the history of the state, and [(9)] (8) promote by 99
138138 appropriate informative and educational programs the celebration or 100
139139 commemoration of significant historical events. 101
140140 Sec. 7. Subsection (b) of section 11-6a of the general statutes is 102
141141 repealed and the following is substituted in lieu thereof (Effective October 103

143143 (b) There is established an advisory committee to advise the State 105
144144 Library Board with respect to the policies, collections, programs, 106
145145 activities and operations of the Raymond E. Baldwin Museum of 107
146146 Connecticut History and Heritage. The advisory committee shall consist 108
147147 of eight members as follows: The [executive director of the Culture and 109
148148 Tourism Advisory Committee] chairperson of the Historic Preservation 110
149149 Council, or the chairperson's designee; the executive director of the 111
150150 Connecticut Historical Society; the State Historian; and five persons 112

158158 Sec. 8. Subsection (b) of section 12-376d of the general statutes is 115
159159 repealed and the following is substituted in lieu thereof (Effective October 116

161161 (b) There shall be appointed, as part of the Department of Economic 118
162162 and Community Development, an advisory panel to consider the 119
163163 proposed acceptance of any such work of art. The advisory panel shall 120
164164 prepare a written statement as to acceptance or rejection of any such 121
165165 work of art for the purposes of this section. In each instance, said panel 122
166166 shall consist of eleven members, including the chairperson of the 123
167167 [Culture and Tourism Advisory Committee] Connecticut Arts Council 124
168168 and two generally acknowledged experts as to the particular type of 125
169169 visual art work under consideration, as determined by said chairperson, 126
170170 with such appointments to be made by said chairperson and approved 127
171171 by the [Culture and Tourism Advisory Committee] Connecticut Arts 128
172172 Council. In addition, said advisory panel shall include eight members 129
173173 of the General Assembly, with two of such members appointed by the 130
174174 president pro tempore of the Senate, one of such members appointed by 131
175175 the majority leader of the Senate, one of such members appointed by the 132
176176 minority leader of the Senate, two of such members appointed by the 133
177177 speaker of the House of Representatives, one of such members 134
178178 appointed by the majority leader of the House of Representatives and 135
179179 one of such members appointed by the minority leader of the House of 136
180180 Representatives. 137
181181 Sec. 9. Subsection (a) of section 22a-27s of the general statutes is 138
182182 repealed and the following is substituted in lieu thereof (Effective October 139

184184 (a) There is established the Face of Connecticut Steering Committee, 141
185185 which shall be within the Department of Energy and Environmental 142
186186 Protection for administrative purposes only. Such committee shall 143
187187 direct the expenditure of any funds deposited in the Face of Connecticut 144

209209 representative of the agricultural industry, appointed by the minority 161
210210 leader of the House of Representatives; (6) a representative of a state-162
211211 wide nonprofit involved in the preservation of open space, appointed 163
212212 by the minority leader of the Senate; (7) a representative of a state-wide 164
213213 nonprofit organization involved in historic preservation, appointed by 165
214214 the Governor; (8) a representative of an organization involved with 166
215215 community redevelopment, appointed by the Governor; (9) a 167
216216 representative of the legislative Brownfields Task Force, appointed by 168
217217 the speaker of the House of Representatives; and (10) a representative 169
218218 of the environmental law section of the Connecticut Bar Association 170
219219 who is involved with brownfields remediation, appointed by the 171
220220 president pro tempore of the Senate. 172
221221 Sec. 10. Subsection (a) of section 32-1o of the general statutes is 173
222222 repealed and the following is substituted in lieu thereof (Effective October 174
223223 1, 2020): 175
224224 (a) On or before July 1, 2015, and every four years thereafter, the 176
225225 Commissioner of Economic and Community Development, within 177
226226 available appropriations, shall prepare an economic development 178

237237 Authority and the Connecticut Health and Educational Facilities 184
238238 Authority, and the chief executive officer of Connecticut Innovations, 185
239239 Incorporated, or their respective designees, and any other agencies the 186

242242 Sec. 11. Section 32-6t of the general statutes is repealed and the 189
243243 following is substituted in lieu thereof (Effective October 1, 2020): 190
244244 On or before October 1, 2012, the Commissioner of Economic and 191
245245 Community Development, in consultation with the [Culture and 192
246246 Tourism Advisory Committee] State Historian, shall develop a program 193
247247 to designate locations in the state with cultural, educational or historical 194
248248 significance as "Connecticut Treasures". Such program shall promote 195
249249 locations designated as Connecticut Treasures or state-owned and 196
250250 operated museums, and shall integrate existing programs of the 197
251251 Department of Economic and Community Development and [Culture 198
252252 and Tourism Advisory Committee] the State Historian in the promotion 199
253253 of such locations to adults and children. Such program shall include a 200
254254 "Connecticut Treasures Passport", which shall provide free or reduced 201
255255 admission to locations designated as Connecticut Treasures and all 202
256256 state-owned and operated museums for children younger than eighteen 203
257257 years of age who are accompanied by an adult. 204
258258 Sec. 12. Section 23-100 of the general statutes is repealed and the 205
259259 following is substituted in lieu thereof (Effective October 1, 2020): 206
260260 As used in sections 23-101, 23-102, as amended by this act, [32-6a,] 32-207
261261 9qq, 32-327 and 32-228, "greenway" means a corridor of open space that 208
262262 (1) may protect natural resources, preserve scenic landscapes and 209
263263 historical resources or offer opportunities for recreation or 210
264264 nonmotorized transportation, (2) may connect existing protected areas 211 Raised Bill No. 5163

270270 and provide access to the outdoors, (3) may be located along a defining 212
271271 natural feature, such as a waterway, along a man-made corridor, 213
272272 including an unused right-of-way, traditional trail routes or historic 214
273273 barge canals or (4) may be a greenspace along a highway or around a 215
274274 village. 216
275275 Sec. 13. Subsection (b) of section 23-102 of the general statutes is 217
276276 repealed and the following is substituted in lieu thereof (Effective October 218
277277 1, 2020): 219
278278 (b) The duties of the council shall be: (1) To advise and assist in the 220
279279 coordination of state agencies, municipalities, regional planning 221
280280 organizations, as defined in section 4-124i, and private citizens in 222
281281 voluntarily planning and implementing a system of greenways; (2) to 223
282282 operate a greenways help center to advise state agencies, municipalities, 224
283283 regional planning organizations, as defined in section 4-124i, and 225
284284 private citizens in the technical aspects of planning, designing and 226
285285 implementing greenways, including advice on securing state, federal 227
286286 and nongovernmental grants; (3) to establish criteria for designation of 228
287287 greenways; (4) to maintain an inventory of greenways in the state which 229
288288 shall include the location of greenways transportation projects which 230
289289 have received grants under sections 23-101, [32-6a,] 32-9qq and 32-328; 231
290290 (5) to advise the Commissioner of Economic and Community 232
291291 Development on the distribution of grants for greenways transportation 233
292292 projects pursuant to sections [32-6a,] 32-9qq and 32-328; and (6) to 234
293293 advise the Commissioner of Energy and Environmental Protection on 235
294294 the distribution of grants pursuant to section 23-101. 236
295295 Sec. 14. Subsection (b) of section 32-1s of the general statutes is 237
296296 repealed and the following is substituted in lieu thereof (Effective October 238
297297 1, 2020): 239
298298 (b) Any order or regulation of the Connecticut Commission on 240
299299 Culture and Tourism, which is in force on July 1, 2011, shall continue in 241
300300 force and effect as an order or regulation of the Department of Economic 242
