20	20	AN ACT CONCERNING PA YMENTS TO PROVIDERS OF SOCIAL
21	21	SERVICES.
22	22	Be it enacted by the Senate and House of Representatives in General
23	23	Assembly convened:

25	25	Section 1. Subsection (c) of section 4-216 of the 2020 supplement to 1
26	26	the general statutes is repealed and the following is substituted in lieu 2
27	27	thereof (Effective July 1, 2020): 3
28	28	(c) The secretary shall establish [a pilot] an incentive program for 4
29	29	nonprofit providers of human services that shall (1) allow providers 5
30	30	who otherwise meet contractual requirements to retain [a percentage of] 6
31	31	any savings realized by the providers from the contracted cost for 7
32	32	services, and (2) provide that future contracted amounts from the state 8
33	33	for the same types of services are not reduced solely to reflect savings 9
34	34	achieved in previous contracts by such providers. [The pilot incentive 10
35	35	program shall include eight nonprofit providers of human services with 11
36	36	state contracts of the following amounts: (A) Two with contracts of at 12
37	37	least fifty million dollars, (B) two with contracts of at least twenty 13
38	38	million dollars but less than fifty million dollars, (C) two with contracts 14
39	39	of at least five million dollars but less than twenty million dollars, and 15 Raised Bill No. 5233

45	45	(D) two with contracts of less than five million dollars.] For purposes of 16
46	46	this subsection, "nonprofit providers of human services" includes, but is 17
47	47	not limited to, nonprofit providers of services to persons with 18
48	48	intellectual, physical or mental disabilities or autism spectrum disorder. 19
49	49	Sec. 2. (NEW) (Effective July 1, 2020) The Commissioner of Social 20
50	50	Services shall amend the Medicaid state plan to integrate services 21
51	51	provided by peer support specialists into the medical assistance 22
52	52	program and provide Medicaid reimbursement for such services. For 23
53	53	purposes of this section, "peer support services" means a recovery-24
54	54	focused behavioral health service that allows an individual the 25
55	55	opportunity to learn to manage his or her recovery with help from a peer 26
56	56	support specialist who may have experience recovering from mental 27
57	57	illness or substance use disorder. 28
58	58	This act shall take effect as follows and shall amend the following
