AN ACT CONCERNING PA YMENTS TO PROVIDERS OF SOCIAL 
SERVICES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (c) of section 4-216 of the 2020 supplement to 1 
the general statutes is repealed and the following is substituted in lieu 2 
thereof (Effective July 1, 2020): 3 
(c) The secretary shall establish [a pilot] an incentive program for 4 
nonprofit providers of human services that shall (1) allow providers 5 
who otherwise meet contractual requirements to retain [a percentage of] 6 
any savings realized by the providers from the contracted cost for 7 
services, and (2) provide that future contracted amounts from the state 8 
for the same types of services are not reduced solely to reflect savings 9 
achieved in previous contracts by such providers. [The pilot incentive 10 
program shall include eight nonprofit providers of human services with 11 
state contracts of the following amounts: (A) Two with contracts of at 12 
least fifty million dollars, (B) two with contracts of at least twenty 13 
million dollars but less than fifty million dollars, (C) two with contracts 14 
of at least five million dollars but less than twenty million dollars, and 15  Raised Bill No.  5233

(D) two with contracts of less than five million dollars.] For purposes of 16 
this subsection, "nonprofit providers of human services" includes, but is 17 
not limited to, nonprofit providers of services to persons with 18 
intellectual, physical or mental disabilities or autism spectrum disorder.  19 
Sec. 2. (NEW) (Effective July 1, 2020) The Commissioner of Social 20 
Services shall amend the Medicaid state plan to integrate services 21 
provided by peer support specialists into the medical assistance 22 
program and provide Medicaid reimbursement for such services. For 23 
purposes of this section, "peer support services" means a recovery-24 
focused behavioral health service that allows an individual the 25 
opportunity to learn to manage his or her recovery with help from a peer 26 
support specialist who may have experience recovering from mental 27 
illness or substance use disorder. 28 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To ensure adequate payment to providers of social services to ensure 
access to quality care and integrate peer support services for behavioral 
health into the Medicaid program.
