19	19	AN ACT CONCERNING DE NTAL INSURANCE COVER AGE FOR
20	20	CHILDREN, STEPCHILDR EN AND OTHER DEPENDENT CHILDREN.
21	21	Be it enacted by the Senate and House of Representatives in General
22	22	Assembly convened:

24	24	Section 1. Section 38a-497 of the general statutes is repealed and the 1
25	25	following is substituted in lieu thereof (Effective January 1, 2021): 2
26	26	(a) Each individual health insurance policy providing coverage of the 3
27	27	type specified in subdivisions (1), (2), (4), (6), (10), (11) and (12) of section 4
28	28	38a-469 delivered, issued for delivery, amended, renewed or continued 5
29	29	in this state shall provide that coverage of a child, stepchild or other 6
30	30	dependent child shall terminate [no] not earlier than the policy 7
31	31	anniversary date on or after whichever of the following occurs first, the 8
32	32	date on which the child, [:] stepchild or other dependent child: (1) 9
33	33	Becomes covered under a group health plan through the [dependent's] 10
34	34	child's, stepchild's or other dependent child's own employment; or (2) 11
35	35	attains the age of twenty-six. 12
36	36	(b) Each individual health insurance policy described in subsection 13
37	37	(a) of this section, and each individual health insurance policy providing 14
38	38	coverage of the type specified in subdivision (16) of section 38a-469 15 Raised Bill No. 5249

44	44	delivered, issued for delivery, amended, renewed or continued in this 16
45	45	state, that includes or provides dental coverage shall provide that dental 17
46	46	coverage of a child, stepchild or other dependent child shall terminate 18
47	47	not earlier than the policy anniversary date on or after whichever of the 19
48	48	following occurs first, the date on which the child, stepchild or other 20
49	49	dependent child: (1) Becomes covered under a group health plan 21
50	50	through the child's, stepchild's or other dependent child's own 22
51	51	employment; or (2) attains the age of twenty-six. 23
52	52	(c) Each [such] policy subject to this section shall cover a stepchild or 24
53	53	other dependent child on the same basis as a biological child. 25
54	54	Sec. 2. Section 38a-512b of the general statutes is repealed and the 26
55	55	following is substituted in lieu thereof (Effective January 1, 2021): 27
56	56	(a) Each group health insurance policy providing coverage of the type 28
57	57	specified in subdivisions (1), (2), (4), (6), (10), (11) and (12) of section 38a-29
58	58	469 delivered, issued for delivery, amended, renewed or continued in 30
59	59	this state shall provide that coverage of a child, stepchild or other 31
60	60	dependent child shall terminate [no] not earlier than the policy 32
61	61	anniversary date on or after whichever of the following occurs first, the 33
62	62	date on which the child, [:] stepchild or other dependent child: (1) 34
63	63	Becomes covered under a group health plan through the [dependent's] 35
64	64	child's, stepchild's or other dependent child's own employment; or (2) 36
65	65	attains the age of twenty-six. 37
66	66	(b) Each group health insurance policy described in subsection (a) of 38
67	67	this section, and each group health insurance policy providing coverage 39
68	68	of the type specified in subdivision (16) of section 38a-469 delivered, 40
69	69	issued for delivery, amended, renewed or continued in this state, that 41
70	70	includes or provides dental coverage shall provide that dental coverage 42
71	71	of a child, stepchild or other dependent child shall terminate not earlier 43
72	72	than the policy anniversary date on or after whichever of the following 44
73	73	occurs first, the date on which the child, stepchild or other dependent 45
74	74	child: (1) Becomes covered under a group health plan through the 46
75	75	child's, stepchild's or other dependent child's own employment; or (2) 47 Raised Bill No. 5249

82	82	(c) Each [such] policy subject to this section shall cover a stepchild or 49

90	90	Statement of Purpose:
91	91	To allow children, stepchildren and other dependent children to retain
92	92	dental insurance coverage under their parents' insurance policies until
93	93	they attain the age of twenty-six or obtain substitute coverage through
94	94	an employer.
