2424 Section 1. Section 20-330 of the 2020 supplement to the general 1
2525 statutes is repealed and the following is substituted in lieu thereof 2

2727 As used in this chapter: 4
2828 (1) "Contractor" means any person regularly offering to the general 5
2929 public services of such person or such person's employees in the field of 6
3030 electrical work, plumbing and piping work, solar work, heating, piping, 7
3131 cooling and sheet metal work, fire protection sprinkler systems work, 8
3232 elevator installation, repair and maintenance work, irrigation work, 9
3333 automotive glass work or flat glass work, as defined in this section; 10
3434 (2) "Electrical work" means the installation, erection, maintenance, 11
3535 inspection, testing, alteration or repair of any wire, cable, conduit, 12
3636 busway, raceway, support, insulator, conductor, appliance, apparatus, 13
3737 fixture or equipment that generates, transforms, transmits or uses 14 Raised Bill No. 5294

4343 electrical energy for light, heat, power or other purposes, but does not 15
4444 include low voltage wiring, not exceeding twenty-four volts, used 16
4545 within a lawn sprinkler system; 17
4646 (3) "Plumbing and piping work" means the installation, repair, 18
4747 replacement, alteration, maintenance, inspection or testing of gas, water 19
4848 and associated fixtures, tubing and piping mains and branch lines up to 20
4949 and including the closest valve to a machine or equipment used in the 21
5050 manufacturing process, laboratory equipment, sanitary equipment, 22
5151 other than subsurface sewage disposal systems, fire prevention 23
5252 apparatus, all water systems for human usage, sewage treatment 24
5353 facilities and all associated fittings within a building and includes lateral 25
5454 storm and sanitary lines from buildings to the mains, process piping, 26
5555 swimming pools and pumping equipment, and includes making 27
5656 connections to back flow prevention devices, and includes low voltage 28
5757 wiring, not exceeding twenty-four volts, used within a lawn sprinkler 29
5858 system, but does not include (A) solar thermal work performed 30
5959 pursuant to a certificate held as provided in section 20-334g, except for 31
6060 the repair of those portions of a solar hot water heating system that 32
6161 include the basic domestic hot water tank and the tie-in to the potable 33
6262 water system, (B) the installation, repair, replacement, alteration, 34
6363 maintenance, inspection or testing of fire prevention apparatus within a 35
6464 structure, except for standpipes that are not connected to sprinkler 36
6565 systems, (C) medical gas and vacuum systems work, and (D) millwright 37
6666 work. For the purposes of this subdivision, "process piping" means 38
6767 piping or tubing that conveys liquid or gas that is used directly in the 39
6868 production of a chemical or a product for human consumption; 40
6969 (4) "Solar thermal work" means the installation, erection, repair, 41
7070 replacement, alteration, maintenance, inspection or testing of active, 42
7171 passive and hybrid solar systems that directly convert ambient energy 43
7272 into heat or convey, store or distribute such ambient energy; 44
7373 (5) "Heating, piping and cooling work" means (A) the installation, 45
7474 repair, replacement, maintenance, inspection, testing or alteration of 46

8181 systems, including sheet metal work, (B) the installation, repair, 48
8282 replacement, maintenance, inspection, testing or alteration of air 49
8383 conditioning and refrigeration systems, boilers, including apparatus 50
8484 and piping for the generation or conveyance of steam and associated 51
8585 pumping equipment and process piping and the installation of tubing 52
8686 and piping mains and branch lines up to and including the closest valve 53
8787 to a machine or equipment used in the manufacturing process and 54
8888 onsite testing and balancing of hydronic, steam and combustion air, but 55
8989 excluding millwright work, and (C) on-site operation, by manipulating, 56
9090 adjusting or controlling, with sufficient technical knowledge, as 57
9191 determined by the commissioner, (i) heating systems with a steam or 58
9292 water boiler maximum operating pressure of fifteen pounds per square 59
9393 inch gauge or greater, or (ii) air conditioning or refrigeration systems 60
9494 with an aggregate of more than fifty horsepower or kilowatt 61
9595 equivalency of fifty horsepower or of two hundred pounds of 62
9696 refrigerant. Heating, piping and cooling work does not include solar 63
9797 thermal work performed pursuant to a certificate held as provided in 64
9898 section 20-334g, or medical gas and vacuum systems work or the passive 65
9999 monitoring of heating, air conditioning or refrigeration systems. For the 66
100100 purposes of this subdivision, "process piping" means piping or tubing 67
101101 that conveys liquid or gas that is used directly in the production of a 68
102102 chemical or a product for human consumption; 69
103103 (6) "Apprentice" means any person registered with the Labor 70
104104 Department for the purpose of learning a skilled trade; 71
105105 (7) "Elevator installation, repair and maintenance work" means the 72
106106 installation, erection, maintenance, inspection, testing and repair of all 73
107107 types of elevators, dumb waiters, escalators, and moving walks and all 74
108108 mechanical equipment, fittings, associated piping and wiring from a 75
109109 source of supply brought to the equipment room by an unlimited 76
110110 electrical contractor for all types of machines used to hoist or convey 77
111111 persons or materials, but does not include temporary hoisting machines 78
112112 used for hoisting materials in connection with any construction job or 79
113113 project, provided "elevator inspection" includes the visual examination 80
114114 of an elevator system or portion of a system, with or without the 81 Raised Bill No. 5294

120120 disassembly or removal of component parts; 82
121121 (8) "Elevator maintenance" means the lubrication, inspection, testing 83
122122 and replacement of controls, hoistway and car parts; 84
123123 (9) "Fire protection sprinkler systems work" means the layout, on-site 85
124124 fabrication, installation, alteration, maintenance, inspection, testing or 86
125125 repair of any automatic or manual sprinkler system designed for the 87
126126 protection of the interior or exterior of a building or structure from fire, 88
127127 or any piping or tubing and appurtenances and equipment pertaining 89
128128 to such system including overhead and underground water mains, fire 90
129129 hydrants and hydrant mains, standpipes and hose connections to 91
130130 sprinkler systems, sprinkler tank heaters excluding electrical wiring, air 92
131131 lines and thermal systems used in connection with sprinkler and alarm 93
132132 systems connected thereto, foam extinguishing systems or special 94
133133 hazard systems including water spray, foam, carbon dioxide or dry 95
134134 chemical systems, halon and other liquid or gas fire suppression 96
135135 systems, but does not include (A) any engineering design work 97
136136 connected with the layout of fire protection sprinkler systems, or (B) any 98
137137 work performed by employees of or contractors hired by a public water 99
138138 system, as defined in subsection (a) of section 25-33d; 100
139139 (10) "State Fire Marshal" means the State Fire Marshal appointed by 101
140140 the Commissioner of Administrative Services; 102
141141 (11) "Journeyman sprinkler fitter" means a specialized pipe fitter 103
142142 craftsman, experienced and skilled in the installation, alteration, 104
143143 maintenance and repair of fire protection sprinkler systems; 105
144144 (12) "Irrigation work" means making the connections to and the 106
145145 inspection and testing of back flow prevention devices, and low voltage 107
146146 wiring, not exceeding twenty-four volts, used within a lawn sprinkler 108
147147 system; 109
148148 (13) "Sheet metal work" means the onsite layout, installation, erection, 110
149149 replacement, repair or alteration, including, but not limited to, onsite 111

156156 air, heating, ventilating and air conditioning systems by manipulating, 113
157157 adjusting or controlling such systems for optimum balance performance 114
158158 of any duct work system, ferrous, nonferrous or other material for 115
159159 ductwork systems, components, devices, air louvers or accessories, in 116
160160 accordance with the State Building Code; 117
161161 (14) "Journeyman sheet metal worker" means an experienced 118
162162 craftsman skilled in the installation, erection, replacement, repair or 119
163163 alteration of duct work systems, both ferrous and nonferrous; 120
164164 (15) "Automotive glass work" means installing, maintaining or 121
165165 repairing fixed glass in motor vehicles; 122
166166 (16) "Flat glass work" means installing, maintaining or repairing glass 123
167167 in residential or commercial structures; 124
168168 (17) "Medical gas and vacuum systems work" means the work and 125
169169 practice, materials, instrumentation and fixtures used in the 126
170170 construction, installation, alteration, extension, removal, repair, 127
171171 maintenance, inspection, testing or renovation of gas and vacuum 128
172172 systems and equipment used solely to transport gases for medical 129
173173 purposes and to remove liquids, air-gases or solids from such systems; 130
174174 (18) "Solar electricity work" means the installation, erection, repair, 131
175175 replacement, alteration, maintenance, inspection and testing of 132
176176 photovoltaic or wind generation equipment used to distribute or store 133
177177 ambient energy for heat, light, power or other purposes to a point 134
178178 immediately inside any structure or adjacent to an end use; 135
179179 (19) "Active solar system" means a system that uses an external source 136
180180 of energy to power a motor-driven fan or pump to force the circulation 137
181181 of a fluid through solar heat collectors and which removes the sun's heat 138
182182 from the collectors and transports such heat to a location where it may 139
183183 be used or stored; 140
184184 (20) "Passive solar system" means a system that is capable of 141
185185 collecting or storing the sun's energy as heat without the use of a motor-142 Raised Bill No. 5294

192192 (21) "Hybrid solar system" means a system that contains components 144
193193 of both an active solar system and a passive solar system; 145
194194 (22) "Gas hearth product work" means the installation, service, 146
195195 inspection, testing or repair of a propane or natural gas fired fireplace, 147
196196 fireplace insert, stove or log set and associated venting and piping that 148
197197 simulates a flame of a solid fuel fire. "Gas hearth product work" does 149
198198 not include (A) fuel piping work, (B) the servicing of fuel piping, or (C) 150
199199 work associated with pressure regulating devices, except for appliances 151
200200 gas valves; 152
201201 (23) "Millwright work" means the installation, repair, replacement, 153
202202 maintenance or alteration, including the inspection and testing, of (A) 154
203203 power generation machinery, or (B) industrial machinery, including the 155
204204 related interconnection of piping and tubing used in the manufacturing 156
205205 process, but does not include the performance of any action for which 157
206206 licensure is required under this chapter; 158
207207 (24) "Inspection" means the examination of a system or portion of a 159
208208 system, involving the disassembly or removal of component parts of the 160
209209 system; [and] 161
210210 (25) "Testing" means to determine the status of a system as intended 162
211211 for its use, with or without the disassembly of component parts of the 163
212212 system, by the use of testing and measurement instruments; [.] 164
213213 (26) "Auto glass temporary license" means a temporary license 165
214214 granted by the commissioner to an auto glass company doing business 166
215215 in this state that employs individuals who perform automotive glass 167
216216 work; 168
217217 (27) "Auto glass company" means a company that provides auto glass 169
218218 repair or replacement services; and 170
219219 (28) "State disaster or emergency" means a disaster or an emergency 171
220220 event for which: (A) The Governor has issued a proclamation of a 172 Raised Bill No. 5294

226226 disaster or an emergency pursuant to chapter 517, (B) the President of 173
227227 the United States has issued a declaration of the existence in the state of 174
228228 a major disaster or an emergency, or (C) in the opinion of the 175
229229 Commissioner of Consumer Protection, warrants the need for auto glass 176
230230 temporary licenses. 177
231231 Sec. 2. Section 20-333a of the general statutes is repealed and the 178
232232 following is substituted in lieu thereof (Effective from passage): 179
233233 (a) The Commissioner of Consumer Protection may, upon the 180
234234 payment of the appropriate fee, as provided in section 20-335, grant a 181
235235 license or a card of registration provided for in this chapter, without an 182
236236 examination, to any currently practicing, competent person who holds 183
237237 a similar license or card of registration granted by any other state, 184
238238 licensure jurisdiction within another state, the District of Columbia or 185
239239 any territory or commonwealth of the United States having licensure or 186
240240 registration requirements substantially similar to, or higher than, those 187
241241 of this state, if the licensing authority in such other state, licensure 188
242242 jurisdiction within another state, the District of Columbia or any 189
243243 territory or commonwealth of the United States may grant such similar 190
244244 license or card of registration, without an examination, to any currently 191
245245 practicing, competent licensee or registrant from this state. The 192
246246 commissioner, in consultation with the appropriate examining board, 193
247247 may adopt regulations in accordance with the provisions of chapter 54 194
248248 in order to carry out the provisions of this section. 195
249249 (b) (1) The Commissioner of Consumer Protection may, in the event 196
250250 of a state disaster or emergency, and upon payment of an eighteen 197
251251 hundred dollar licensing fee, grant an annual auto glass temporary 198
252252 license to an auto glass company that employs individuals who perform 199
253253 automotive glass work and does business in the state. Such temporary 200
254254 license shall be utilized by an auto glass company that employs out-of- 201
255255 state employees who (A) perform automotive glass work, and (B) whose 202
256256 qualifications are substantially similar to, or higher than, those of this 203
257257 state. Holders of an auto glass temporary license shall, upon initial 204
258258 application and renewal, provide a list to the department, on a form 205 Raised Bill No. 5294

264264 prescribed by the commissioner, listing the out-of-state employees that 206
265265 such company may utilize to perform work in this state in the event of 207
266266 a state disaster or emergency. 208
267267 (2) In the case of a state disaster or emergency, an auto glass company 209
268268 with a valid auto glass temporary license shall notify the department 210
269269 within thirty days of each declared state disaster or emergency of its 211
270270 intent to use not more than fifteen out-of-state employees, as listed on 212
271271 their license application. Such temporary license shall be used for no 213
272272 longer than fourteen calendar days for each declared state disaster or 214
273273 emergency. 215

282282 companies doing business in the state to perform auto glass work in the
