1919 AN ACT CONCERNING A VOLUMETRIC SURCHARGE STUDY BY
2020 THE DEPARTMENT OF EC ONOMIC AND COMMUNITY

2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 Section 1. (Effective from passage) (a) The Commissioner of Economic 1
2626 and Community Development, in consultation with the Department of 2
2727 Energy and Environmental Protection and the Public Utilities 3
2828 Regulatory Authority, shall conduct a study regarding current 4
2929 nonbypassable surcharges, or combined public benefit charges, 5
3030 including, but not limited to, the impact (1) such charges have on large 6
3131 commercial and industrial customers, and (2) a surcharge cap would 7
3232 have on small commercial and industrial customers. Such study may 8
3333 include recommendations for a surcharge cap. 9
3434 (b) On or before July 1, 2021, the Commissioner of Economic and 10
3535 Community Development, in accordance with section 11-4a of the 11
3636 general statutes, shall report the results of the study conducted pursuant 12
3737 to subsection (a) of this section to the joint standing committee of the 13
