| 25 | 25 | | Section 1. (Effective from passage) (a) The Commissioner of Economic 1 |

| 26 | 26 | | and Community Development, in consultation with the Department of 2 |
|---|
| 27 | 27 | | Energy and Environmental Protection and the Public Utilities 3 |
|---|
| 28 | 28 | | Regulatory Authority, shall conduct a study regarding current 4 |
|---|
| 29 | 29 | | nonbypassable surcharges, or combined public benefit charges, 5 |
|---|
| 30 | 30 | | including, but not limited to, the impact (1) such charges have on large 6 |
|---|
| 31 | 31 | | commercial and industrial customers, and (2) a surcharge cap would 7 |
|---|
| 32 | 32 | | have on small commercial and industrial customers. Such study may 8 |
|---|
| 33 | 33 | | include recommendations for a surcharge cap. 9 |
|---|
| 34 | 34 | | (b) On or before July 1, 2021, the Commissioner of Economic and 10 |
|---|
| 35 | 35 | | Community Development, in accordance with section 11-4a of the 11 |
|---|
| 36 | 36 | | general statutes, shall report the results of the study conducted pursuant 12 |
|---|
| 37 | 37 | | to subsection (a) of this section to the joint standing committee of the 13 |
