AN ACT CONCERNING A VOLUMETRIC SURCHARGE STUDY BY 
THE DEPARTMENT OF EC ONOMIC AND COMMUNITY 
DEVELOPMENT. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) The Commissioner of Economic 1 
and Community Development, in consultation with the Department of 2 
Energy and Environmental Protection and the Public Utilities 3 
Regulatory Authority, shall conduct a study regarding current 4 
nonbypassable surcharges, or combined public benefit charges, 5 
including, but not limited to, the impact (1) such charges have on large 6 
commercial and industrial customers, and (2) a surcharge cap would 7 
have on small commercial and industrial customers. Such study may 8 
include recommendations for a surcharge cap. 9 
(b) On or before July 1, 2021, the Commissioner of Economic and 10 
Community Development, in accordance with section 11-4a of the 11 
general statutes, shall report the results of the study conducted pursuant 12 
to subsection (a) of this section to the joint standing committee of the 13 
General Assembly having cognizance of matters relating to energy. 14  Raised Bill No.  5347

This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To require a study on current nonbypassable surcharges or combined 
public benefit charges, and the impact such charges have on large 
commercial and industrial customers and small commercial and 
industrial customers.
