AN ACT REQUIRING FINANCIAL TRANSPARENCY OF THE 
STUDENTS FIRST PLAN. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective July 1, 2020) Not later than July 1, 2020, and 1 
quarterly thereafter until December 31, 2023, the Board of Regents for 2 
Higher Education shall post and update on its Internet web site a 3 
financial report of the savings realized and the expenses incurred by 4 
said board for the implementation of the Students First plan endorsed 5 
by said board to regionalize the regional community-technical colleges. 6 
Such financial report shall include, but need not be limited to, (1) a list 7 
of the direct savings realized through the implementation of the 8 
Students First plan, (2) a list of each expense incurred through 9 
implementation of the Students First plan, including to whom each 10 
expense was paid and the portion of each expense assessed to any 11 
regional community-technical college, (3) a list of each position that 12 
serves to implement the Students First plan, specifying whether such 13 
position is at the central office of the Connecticut State Colleges and 14 
Universities or on the campus of a regional community-technical college 15  Raised Bill No.  104

and whether such position is newly created or a transfer from a regional 16 
community-technical college, including the job description of any newly 17 
created position, (4) copies of each consulting or service contract entered 18 
into by the Board of Regents for Higher Education for the purpose of 19 
implementing the Students First plan, and (5) a list of any funds or 20 
positions transferred to the central office of the Connecticut State 21 
Colleges and Universities from a regional community-technical college, 22 
including any resulting impact on campus services at such regional 23 
community-technical college due to such transfer. 24 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2020 New section 
 
Statement of Purpose:   
To require the Board of Regents for Higher Education to provide a 
detailed financial report of the Students First plan.
