23 | 23 | | Section 1. (Effective from passage) (a) There is established a task force 1 |
---|
24 | 24 | | to study cybersecurity. The task force shall develop a strategic plan that 2 |
---|
25 | 25 | | includes findings and recommendations on: 3 |
---|
26 | 26 | | (1) Establishing a structure for oversight and coordination of 4 |
---|
27 | 27 | | cybersecurity among state agencies, boards, commissions and other 5 |
---|
28 | 28 | | entities, including the constituent units of the state system of higher 6 |
---|
29 | 29 | | education, as defined in section 10a-1 of the general statutes; 7 |
---|
30 | 30 | | (2) Critical information technology infrastructure needs related to 8 |
---|
31 | 31 | | cybersecurity in the state; 9 |
---|
32 | 32 | | (3) Maximizing state coordination with and assistance to 10 |
---|
33 | 33 | | municipalities and other political subdivisions of the state on 11 |
---|
34 | 34 | | cybersecurity and maximizing coordination and assistance among 12 |
---|
35 | 35 | | municipalities and other political subdivisions of the state; 13 |
---|
36 | 36 | | (4) Maximizing interaction and coordination with federal 14 Raised Bill No. 235 |

44 | 44 | | (5) Appropriate information sharing between federal, state and local 17 |

46 | 46 | | (6) Coordination of cybersecurity initiatives with other states and the 19 |
---|
47 | 47 | | federal government; 20 |
---|
48 | 48 | | (7) Collaboration with the private sector to facilitate cybersecurity, 21 |
---|
49 | 49 | | including efforts related to corporate espionage, protection of trade 22 |
---|
50 | 50 | | secrets and data privacy; and 23 |
---|
51 | 51 | | (8) Promoting personal computer, mobile data and application 24 |
---|
52 | 52 | | security for persons throughout the state, including promoting public 25 |
---|
53 | 53 | | awareness of cybersecurity issues. 26 |
---|
54 | 54 | | (b) The task force shall consist of the following members: 27 |
---|
55 | 55 | | (1) Two appointed by the speaker of the House of Representatives, 28 |
---|
56 | 56 | | one of whom has expertise in cybersecurity in the financial, defense, 29 |
---|
57 | 57 | | public utility or health care industry; 30 |
---|
58 | 58 | | (2) Two appointed by the president pro tempore of the Senate, one of 31 |
---|
59 | 59 | | whom has expertise in cybersecurity investigations as a member of a 32 |
---|
60 | 60 | | law enforcement unit; 33 |
---|
61 | 61 | | (3) One appointed by the majority leader of the House of 34 |
---|
62 | 62 | | Representatives, who represents a municipality having a population of 35 |
---|
63 | 63 | | less than sixty thousand persons and has experience in municipal 36 |
---|
64 | 64 | | cybersecurity issues; 37 |
---|
65 | 65 | | (4) One appointed by the majority leader of the Senate, who 38 |
---|
66 | 66 | | represents a municipality having a population of sixty thousand or more 39 |
---|
67 | 67 | | persons and who has experience in municipal cybersecurity issues; 40 |
---|
68 | 68 | | (5) One appointed by the minority leader of the House of 41 |
---|

78 | 78 | | (8) The Commissioner of Administrative Services, or the 46 |
---|

80 | 80 | | (9) The Commissioner of Economic and Community Development, 48 |

81 | 81 | | or the commissioner's designee; and 49 |
---|
82 | 82 | | (10) Three persons appointed by the Governor. 50 |

83 | 83 | | (c) Any member of the task force appointed under subdivision (1), 51 |
---|
84 | 84 | | (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 52 |
---|
85 | 85 | | of the General Assembly. 53 |
---|
86 | 86 | | (d) All appointments to the task force shall be made not later than 54 |
---|
87 | 87 | | thirty days after the effective date of this section. Any vacancy shall be 55 |
---|
88 | 88 | | filled by the appointing authority. 56 |
---|
89 | 89 | | (e) The speaker of the House of Representatives and the president pro 57 |
---|
90 | 90 | | tempore of the Senate shall select the chairpersons of the task force from 58 |
---|
91 | 91 | | among the members of the task force. The chairpersons shall schedule 59 |
---|
92 | 92 | | the first meeting of the task force, which shall be held not later than sixty 60 |
---|
93 | 93 | | days after the effective date of this section. 61 |
---|
94 | 94 | | (f) The task force may consult with any individual or organization as 62 |
---|
95 | 95 | | the chairpersons deem appropriate. 63 |
---|
96 | 96 | | (g) The administrative staff of the joint standing committee of the 64 |
---|
97 | 97 | | General Assembly having cognizance of matters relating to public safety 65 |
---|
98 | 98 | | and security shall serve as administrative staff of the task force. 66 |
---|
99 | 99 | | (h) Not later than January 1, 2021, the task force shall submit a report 67 |
---|
100 | 100 | | on its findings and recommendations to the joint standing committee of 68 |
---|
101 | 101 | | the General Assembly having cognizance of matters relating to public 69 |
---|
102 | 102 | | safety and security, in accordance with the provisions of section 11-4a 70 Raised Bill No. 235 |
