1919 AN ACT ESTABLISHING A CYBERSECURITY TASK FORCE.
2020 Be it enacted by the Senate and House of Representatives in General

2323 Section 1. (Effective from passage) (a) There is established a task force 1
2424 to study cybersecurity. The task force shall develop a strategic plan that 2
2525 includes findings and recommendations on: 3
2626 (1) Establishing a structure for oversight and coordination of 4
2727 cybersecurity among state agencies, boards, commissions and other 5
2828 entities, including the constituent units of the state system of higher 6
2929 education, as defined in section 10a-1 of the general statutes; 7
3030 (2) Critical information technology infrastructure needs related to 8
3131 cybersecurity in the state; 9
3232 (3) Maximizing state coordination with and assistance to 10
3333 municipalities and other political subdivisions of the state on 11
3434 cybersecurity and maximizing coordination and assistance among 12
3535 municipalities and other political subdivisions of the state; 13
3636 (4) Maximizing interaction and coordination with federal 14 Raised Bill No. 235

4242 government agencies, including the United States Department of 15
4343 Homeland Security; 16
4444 (5) Appropriate information sharing between federal, state and local 17
4545 agencies; 18
4646 (6) Coordination of cybersecurity initiatives with other states and the 19
4747 federal government; 20
4848 (7) Collaboration with the private sector to facilitate cybersecurity, 21
4949 including efforts related to corporate espionage, protection of trade 22
5050 secrets and data privacy; and 23
5151 (8) Promoting personal computer, mobile data and application 24
5252 security for persons throughout the state, including promoting public 25
5353 awareness of cybersecurity issues. 26
5454 (b) The task force shall consist of the following members: 27
5555 (1) Two appointed by the speaker of the House of Representatives, 28
5656 one of whom has expertise in cybersecurity in the financial, defense, 29
5757 public utility or health care industry; 30
5858 (2) Two appointed by the president pro tempore of the Senate, one of 31
5959 whom has expertise in cybersecurity investigations as a member of a 32
6060 law enforcement unit; 33
6161 (3) One appointed by the majority leader of the House of 34
6262 Representatives, who represents a municipality having a population of 35
6363 less than sixty thousand persons and has experience in municipal 36
6464 cybersecurity issues; 37
6565 (4) One appointed by the majority leader of the Senate, who 38
6666 represents a municipality having a population of sixty thousand or more 39
6767 persons and who has experience in municipal cybersecurity issues; 40
6868 (5) One appointed by the minority leader of the House of 41

7575 (6) One appointed by the minority leader of the Senate; 43
7676 (7) The Commissioner of Emergency Services and Public Protection, 44
7777 or the commissioner's designee; 45
7878 (8) The Commissioner of Administrative Services, or the 46
7979 commissioner's designee; 47
8080 (9) The Commissioner of Economic and Community Development, 48
8181 or the commissioner's designee; and 49
8282 (10) Three persons appointed by the Governor. 50
8383 (c) Any member of the task force appointed under subdivision (1), 51
8484 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 52
8585 of the General Assembly. 53
8686 (d) All appointments to the task force shall be made not later than 54
8787 thirty days after the effective date of this section. Any vacancy shall be 55
8888 filled by the appointing authority. 56
8989 (e) The speaker of the House of Representatives and the president pro 57
9090 tempore of the Senate shall select the chairpersons of the task force from 58
9191 among the members of the task force. The chairpersons shall schedule 59
9292 the first meeting of the task force, which shall be held not later than sixty 60
9393 days after the effective date of this section. 61
9494 (f) The task force may consult with any individual or organization as 62
9595 the chairpersons deem appropriate. 63
9696 (g) The administrative staff of the joint standing committee of the 64
9797 General Assembly having cognizance of matters relating to public safety 65
9898 and security shall serve as administrative staff of the task force. 66
9999 (h) Not later than January 1, 2021, the task force shall submit a report 67
100100 on its findings and recommendations to the joint standing committee of 68
101101 the General Assembly having cognizance of matters relating to public 69
102102 safety and security, in accordance with the provisions of section 11-4a 70 Raised Bill No. 235

108108 of the general statutes. The task force shall terminate on the date that it 71
109109 submits such report or January 1, 2021, whichever is later. 72
