AN ACT ESTABLISHING A CYBERSECURITY TASK FORCE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study cybersecurity. The task force shall develop a strategic plan that 2 
includes findings and recommendations on: 3 
(1) Establishing a structure for oversight and coordination of 4 
cybersecurity among state agencies, boards, commissions and other 5 
entities, including the constituent units of the state system of higher 6 
education, as defined in section 10a-1 of the general statutes; 7 
(2) Critical information technology infrastructure needs related to 8 
cybersecurity in the state; 9 
(3) Maximizing state coordination with and assistance to 10 
municipalities and other political subdivisions of the state on 11 
cybersecurity and maximizing coordination and assistance among 12 
municipalities and other political subdivisions of the state; 13 
(4) Maximizing interaction and coordination with federal 14  Raised Bill No.  235

government agencies, including the United States Department of 15 
Homeland Security; 16 
(5) Appropriate information sharing between federal, state and local 17 
agencies; 18 
(6) Coordination of cybersecurity initiatives with other states and the 19 
federal government; 20 
(7) Collaboration with the private sector to facilitate cybersecurity, 21 
including efforts related to corporate espionage, protection of trade 22 
secrets and data privacy; and 23 
(8) Promoting personal computer, mobile data and application 24 
security for persons throughout the state, including promoting public 25 
awareness of cybersecurity issues. 26 
(b) The task force shall consist of the following members: 27 
(1) Two appointed by the speaker of the House of Representatives, 28 
one of whom has expertise in cybersecurity in the financial, defense, 29 
public utility or health care industry; 30 
(2) Two appointed by the president pro tempore of the Senate, one of 31 
whom has expertise in cybersecurity investigations as a member of a 32 
law enforcement unit; 33 
(3) One appointed by the majority leader of the House of 34 
Representatives, who represents a municipality having a population of 35 
less than sixty thousand persons and has experience in municipal 36 
cybersecurity issues; 37 
(4) One appointed by the majority leader of the Senate, who 38 
represents a municipality having a population of sixty thousand or more 39 
persons and who has experience in municipal cybersecurity issues; 40 
(5) One appointed by the minority leader of the House of 41 
Representatives; 42  Raised Bill No.  235

(6) One appointed by the minority leader of the Senate; 43 
(7) The Commissioner of Emergency Services and Public Protection, 44 
or the commissioner's designee; 45 
(8) The Commissioner of Administrative Services, or the 46 
commissioner's designee; 47 
(9) The Commissioner of Economic and Community Development, 48 
or the commissioner's designee; and 49 
(10) Three persons appointed by the Governor. 50 
(c) Any member of the task force appointed under subdivision (1), 51 
(2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 52 
of the General Assembly. 53 
(d) All appointments to the task force shall be made not later than 54 
thirty days after the effective date of this section. Any vacancy shall be 55 
filled by the appointing authority. 56 
(e) The speaker of the House of Representatives and the president pro 57 
tempore of the Senate shall select the chairpersons of the task force from 58 
among the members of the task force. The chairpersons shall schedule 59 
the first meeting of the task force, which shall be held not later than sixty 60 
days after the effective date of this section. 61 
(f) The task force may consult with any individual or organization as 62 
the chairpersons deem appropriate. 63 
(g) The administrative staff of the joint standing committee of the 64 
General Assembly having cognizance of matters relating to public safety 65 
and security shall serve as administrative staff of the task force. 66 
(h) Not later than January 1, 2021, the task force shall submit a report 67 
on its findings and recommendations to the joint standing committee of 68 
the General Assembly having cognizance of matters relating to public 69 
safety and security, in accordance with the provisions of section 11-4a 70  Raised Bill No.  235

of the general statutes. The task force shall terminate on the date that it 71 
submits such report or January 1, 2021, whichever is later. 72 
This act shall take effect as follows and shall amend the following 
sections:
