19	19	AN ACT CONCERNING AG RICULTURAL FAIRS AND STATE POLICE

21	21	Be it enacted by the Senate and House of Representatives in General
22	22	Assembly convened:

24	24	Section 1. Section 29-5 of the 2020 supplement to the general statutes 1
25	25	is repealed and the following is substituted in lieu thereof (Effective July 2
26	26	1, 2020): 3
27	27	(a) The Commissioner of Emergency Services and Public Protection 4
28	28	may, within available appropriations, appoint suitable persons from the 5
29	29	regular state police force as resident state [policemen] police officers in 6
30	30	addition to the regular state police force to be employed and 7
31	31	empowered as state [policemen] police officers in any town or two or 8
32	32	more adjoining towns lacking an organized police force, and such 9
33	33	officers may be detailed by said commissioner as resident state 10
34	34	[policemen] police officers for regular assignment to such towns, 11
35	35	provided (1) each town shall (A) pay eighty-five per cent of the cost of 12
36	36	compensation, maintenance and other expenses of the first two state 13
37	37	[policemen] police officers detailed to such town, and one hundred per 14
38	38	cent of such costs of compensation, maintenance and other expenses for 15 Raised Bill No. 407

44	44	any additional state [policemen] police officers detailed to such town; [, 16
45	45	provided further such town shall] and (B) pay one hundred per cent of 17
46	46	any overtime costs and such portion of fringe benefits directly 18
47	47	associated with such overtime costs, except for the fiscal year ending 19
48	48	June 30, 2020, and for each fiscal year thereafter, fifty per cent of the 20
49	49	portion of the state employees' retirement system fringe recovery rate 21
50	50	attributable to the unfunded liability of said system shall be paid by the 22
51	51	Comptroller from the resources appropriated for State Comptroller-23
52	52	State Employees' Retirement System Unfunded Liability; and (2) during 24
53	53	an agricultural fair in a town, the town or the organization that sponsors 25
54	54	the agricultural fair shall pay eighty-five per cent of the cost of 26
55	55	compensation, maintenance and other expenses of the state police 27
56	56	officers providing on-site security for the fair and traffic control on 28
57	57	public roads during such fair. Such town or towns and the 29
58	58	Commissioner of Emergency Services and Public Protection are 30
59	59	authorized to enter into agreements and contracts for such police 31
60	60	services, with the approval of the Attorney General, for periods not 32
61	61	exceeding two years. 33
62	62	(b) Notwithstanding the provisions of subsection (a) of this section, 34
63	63	the Commissioner of Emergency Services and Public Protection shall 35
64	64	appoint a resident state policeman to serve in a pilot program 36
65	65	assignment for two towns lacking an organized police force or 37
66	66	constabulary and located within the jurisdiction of the same state police 38
67	67	troop pursuant to a memorandum of agreement with towns requesting 39
68	68	participation in the pilot program. Towns participating in the pilot 40
69	69	program shall be responsible for the costs and expenses of such resident 41
70	70	state policeman as provided in subsection (a) of this section. 42
71	71	(c) The Commissioner of Emergency Services and Public Protection 43
72	72	shall exercise such supervision and direction over any resident 44
73	73	policeman so appointed as said commissioner deems necessary, and 45
74	74	each appointee shall be required to conform to the requirements of 46
75	75	chapter 67. Each resident state policeman shall have the same powers as 47
76	76	officers of the regular state police force and be entitled to the same rights 48
77	77	and subject to the same rules and regulations as the Division of State 49 Raised Bill No. 407
