AN ACT CONCERNING ACCESS TO COUNSEL IN CERTAIN 
SUMMARY PROCESS PROCEEDINGS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That chapter 832 of the general statutes be amended to provide 1 
counsel to any person who has been named as defendant in a summary 2 
process proceeding who faces dispossession from a rental premises as a 3 
result of being negatively affected by the COVID-19 pandemic. 4 
Statement of Purpose:   
To ensure that any tenant negatively affected by the COVID-19 
pandemic has access to legal counsel in a summary process proceeding.
